Recommendation to support a League of California Cities resolution in support of Vision Zero, Toward Zero Deaths, and other programs or initiatives to make safety a top priority for transportation projects and policy formulation, while encouraging cities to pursue similar initiatives, at the League of California Cities’ Annual Conference in October 2016. (Citywide)
DISCUSSION
The League of California Cities will hold its annual meeting in Long Beach on October 5-7, 2016. At the General Assembly of the League of California Cities (League), cities throughout California will have the opportunity to vote on resolutions. At this time, the only resolution on the League’s agenda is related to support for Vision Zero (attached).
On May 24, 2016, the City Council adopted the goal of Vision Zero: to eliminate traffic fatalities and serious injuries among all road users, including those walking, bicycling and driving by 2026. As part of the City’s own ongoing efforts to eliminate traffic fatalities and severe injuries on roadways, the City has embraced Vision Zero and supports expanding transportation safety in all California cities. There is wide-spread recognition that cities and towns need safe, efficient transportation systems to be economically prosperous. A resolution by the League to support transportation safety policies like Vision Zero and Toward Zero Deaths, and encourage implementation of projects and programs that prioritize safety, will help California elevate the health and safety of all its residents and position the City as a leader in national efforts to promote a culture of safe mobility for all. Support for the League’s resolution regarding Vision Zero is consistent with recent City Council actions.
This matter was reviewed by Deputy City Attorney Linda T. Vu on September 14, 2016 and by Budget Revenue Management Officer Julissa Jose-Murray on September 15, 2016.
TIMING CONSIDERATIONS
The League General Assembly will hold its annual meeting in Long Beach on October 7, 2016. City Council authorization is needed to officially support the resolution at the League’s annual meeting. For this reason, we are requesting that the City Council review and approve this item at its October 4, 2016 meeting.
