TITLE
Recommendation to authorize City Manager to execute all documents necessary to enter into three-year contracts with Kimley-Horn, W.G. Zimmerman, KFM Engineering, and DMJM Harris for as-needed civil engineering consulting services for an aggregate total not to exceed $4,000,000; and to execute amendments to renew for up to one additional three-year term, authorize additional services, if required, within the provisions of the contracts, and adjust the fee schedules for inflation, all provided that the $4,000,000 aggregate total is not exceeded. DISCUSSION
The City of Long Beach has historically used consultants on an as-needed basis to provide the City with civil engineering services for various on-call projects. This is necessary as the City's Public Works Department does not have designated staff positions for architecture, electrical engineering, landscaping/irrigation, structural engineering, and geotechnical engineering. Current as-needed consultant contracts related to these specialized expertises will expire and cannot be renewed because of term limitations. A Request for Qualifications (RFQ) process was conducted in accordance with Administrative Regulation 8-4, "Selecting Professional Services," to secure these professional services.
An RFQ was advertised on March 14, 2008, for civil engineering services on PlanetBids.com. Sixteen firms submitted proposals for consideration. A Consultant Review Committee comprised of City Staff evaluated the proposals and determined that the following four firms were best qualified to provide the necessary specialized professional services:
KFM Engineering
Kimley-Horn and Associates
W.G. Zimmerman Engineering
DMJM Harris
It is recommended that as-needed service contracts be awarded to Kimley-Horn, W.G.
Zimmerman Engineering, KFM Engineering, and DMJM Harris for a maximum aggregate annual amount of $4,000,000 over a three-year period. The recommended term of each contract is three years, with an option for one three-year extension. As individual projects are identified, work orders for each project will be issued to the various firms. Each work order will be funded from the source identified for each particular project.
This matter was reviewed by Deputy City Attorney Linda Trang on June 10, 2008 and by Budget Management Officer Victoria Bell on June 16, 2008.
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 15, 2008 to allow a timely execution of budgeted Capital Improvement Projects.
FISCAL IMPACT
No appropriation increase is requested at this time. Any work not currently budgeted will only proceed at such time that appropriations have been approved by the City Council.
