TITLE

Recommendation to authorize City Manager, or designee, to execute a Facility Use Permit (Permit) at the Central Facility Center with The Jenni Rivera Love Foundation, for a period of five years, with the option of extending the Permit annually upon a determination by the City that the permittee has fully complied with the terms and conditions of the Permit and is otherwise in good standing with the City; and

 

Increase appropriations in the General Fund (GP 100) in the Health and Human Services Department (HE) in the amount of $1,200.  (District 6)

 

DISCUSSION

Since 1974, the City of Long Beach (City) has been providing services at three geographically placed Facility Centers located at the: Central Facility Center, 1133 Rhea Street; North Facility Center, 6335 Myrtle Avenue; and West Facility Center, 2125 Santa Fe Avenue.  This Permit will be for an initial term of five years and extended annually at the end of the term upon a determination by the City that the permittee has fully complied with the terms and conditions of the Permit and is otherwise in good standing with the City. 

 

Agencies utilizing space at the various facilities are required to be non-profit agencies, and must address a critical need at the local level.  Space is provided based upon community need and availability.  All agencies must meet City insurance requirements.  A nominal fee may be assessed to assist the City with costs related to utilities and maintenance.  This cost is reduced from market rate in acknowledgement of the benefit to the community offered by the agency.

 

The Jenni Rivera Love Foundation has requested to enter into a Facility Use Permit for the Central Facility Center.  This agency provides help, awareness, education and inspiration to women and children affected by violence, homelessness, substance abuse or other immediate situations.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on October 19, 2016 and by Budget Analysis Officer Julissa Jose-Murray on October 26, 2016.

 

TIMING CONSIDERATIONS

City Council action is requested on November 15, 2016, to allow the Facility Use Permit to begin December 7, 2016.

 

FISCAL IMPACT

This Facility Use Permit is granted at a fee of $100 per month to assist the City with utilities and maintenance, resulting in an increase of $1,200 annually to the General Fund.  As the lead operator, the City is responsible for additional utilities and facility costs.  An increase of $1,200 in the General Fund (GF) in the Health and Human Services Department (HE) is included in the recommendation.  There is no local job impact associated with this recommendation.
