TITLE
Recommendation to adopt Plans and Specifications No. R-6947 for the Construction of Airfield Signage Replacement, Phase II at the Long Beach Airport, award the project to and authorize City Manager to execute a contract with Rural Electric, Inc., in an estimated amount of $125,932, plus a 25 percent contingency amount of $31,483, if necessary, for a total contract amount of $157,415, and any necessary amendments thereto.  (District 5)
 
DISCUSSION
The existing airfield signage system at the Long Beach Airport consists of over 260 lighted signs that provide directional guidance to pilots.   Approximately 112 signs are faded and their replacement is necessary to improve and maintain safety on the airfield.  This project primarily consists of the replacement of these sign panels with new panels that meet Federal Aviation Administration (FAA) standards.  Additionally, the project includes furnishing and installing approximately three new signs, in accordance with the approved FAA Signs and Marking Plan.  The project will also include the furnishing of bird spikes and miscellaneous electrical sign equipment.
 
City Council adoption of the plans and specifications and award of the contract are being recommended concurrently, to expedite implementation of this project.  The project was advertised for bid April 17, 2013, and bids were opened May 22, 2013.  In addition to placing an advertisement for bids in the Long Beach Press Telegram, notice of the bid was posted on the City's website at www.longbeach.gov.  In a continuing effort to increase participation of local businesses and Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), Women Owned Businesses (WBEs), and Disadvantaged Business Enterprises (DBEs), bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.
 
For this bid, 1,552 firms registered on the website were notified via automatic e-mail notice, of which 66 are located in Long Beach.  Forty-four sets of bid documents were downloaded or purchased by prospective bidders.  Two bids were received, neither from a local business.  One is a WBE; there were no SBE, MBE, or DBE registered firms that submitted bids.  Rural Electric, Inc., of Mesa, Arizona (WBE), is the lowest responsible bidder.
 
In accordance with the California Environmental Quality Act, Categorical Exemption No. CE-05-09 has been issued for this project.  The project received a Categorical Exclusion pursuant to FAA Order 1050.1E, and in accordance with the National Environmental Protection Act, on January 17, 2013.
 
This matter was reviewed by Deputy City Attorney Linda Vu on May 30, 2013 and by Budget Management Officer Victoria Bell on June 5, 2013.  
 
SUSTAINABILITY
 
The new signs to be installed will be high-efficiency, low voltage signs.  They have much longer lamp life expectancy, lower energy consumption and lower maintenance costs, as compared with previous model signs.  
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 9, 2013, in order to expedite commencement of this work.  
 
FISCAL IMPACT
The contract award is for an estimated amount of $125,932.  A 25 percent contingency amount of $31,483 is being recommended due to the age of the existing system components and potential for unforeseen circumstances.  The funding sources are Federal Aviation Administration Airport Improvement Program (AIP) Grant No. 3-06-0127-32 and Airport Capital.  There is sufficient appropriation in the Long Beach Airport Department (AP) to support the requested program.  The project will create an estimated 8 full-time equivalent (FTE) jobs.
