TITLE
Recommendation to authorize City Manager, or designee, to execute an amendment to Contract No. 34704, and any subsequent amendments, with the Public Health Institute, to accept and expend additional grant funding, in an amount not to exceed $81,500, to participate in the California Accountable Communities for Health Initiative (CACHI), for the period of June 1, 2017 through December 31, 2019, with the option to extend the agreement for two additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
At its meeting on July 11, 2017, the City Council approved a grant from the Public Health Institute for capacity building through its California Accountable Communities of Health Initiative (CACHI) Accelerator. The Public Health Institute is now awarding the City of Long Beach (City) an additional $1,500 in grant funds, for a combined total of $81,500, to support the Health and Human Services Department (Health Department) to lead a communitywide initiative to develop an Accountable Community of Health (ACH) for children, for the period of June 1, 2017 through December 31, 2019.
The Health Department and its partners will use Public Health Institute CACHI Accelerator funding to implement a multi-agency ACH model for All Children Thrive, which creates a community environment that supports development in children ages zero to eight. ACH models align medical providers, non-profit organizations, communities, and government partners to support the health and wellness of the community. Activities under this funding opportunity may include supporting policies, building a network, developing an implementation plan, engaging the community, and determining performance measures. Funding will be used for the contracting of a consultant to develop the plan, facilitating community engagement sessions, and travel for grant-related trainings.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on October 21, 2019 and by Revenue Management Officer Geraldine Alejo on October 17, 2019.
TIMING CONSIDERATIONS
City Council action is requested on November 5, 2019, to continue the program without interruption.
FISCAL IMPACT
The City will receive $1,500 additional grant funding, for a total of $81,500, for the period of June 1, 2017 through December 31, 2019. Sufficient funds are appropriated in the Health Fund Group in the Health and Human Services Department, offset by grant revenue. No match or in-kind service mandate is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
