DISCUSSION

Public Strategies, Inc. (PS), as the Office of Family Assistance (OFA) Technical Assistance (TA) provider for the National Responsible Fatherhood Alliance (NRFA), has awarded the City of Long Beach (City) a $35,000 grant to support the Health and Human Services Department (Health Department) Fundamentals of Fatherhood Project (FFP), for the period of April 1, 2023 through October 31, 2023. The award provides compensation for and monitoring of City of Long Beach performance achievements and milestones for two (2) FFP participants.

 

The FFP integrates public health, social services, workforce development and evidence-based practices to ensure that children are healthy, safe, and emotionally secure.  Together with partners, the FFP strives to reduce family conflict and enhance family stability; increase fathers’ economic stability to financially provide for a child’s well-being; and establishes a citywide fatherhood response network to sustain project impacts.

 

FFP participants demonstrate engagement and commitment in meeting the milestones set forth for the NRFA by attending supervisory meetings with the Responsible Fatherhood (RF) Program Director (PD); attending coaching meetings with the fatherhood coach; assisting with training in the in the RF program’s selected curriculum and securing a completion certificate; drafting and updating a resume; collaborating with the PS coach or the grantee’s PD on developing an Individualized Training Plan (ITP); participating in coaching sessions to monitor progress toward goals in the ITP; drafting and submitting status reports; drafting and submitting a brief that documents lessons learned and offering helpful tips and insight to subsequent Fatherhood Alliance members; attending Fatherhood Alliance-sponsored national training events; co-facilitating a workshop cohort at home RF program; and participating in monthly recruitment and community outreach events.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on March 2, 2023 and by Budget Analysis Officer Greg Sorensen on March 17, 2023.

 

EQUITY LENS

The City has incorporated the Equity Toolkit in this recommendation, as requested by the City Council on April 21, 2020.  This recommendation will assist people in Long Beach by providing education to reduce family conflict and enhance family stability; increase fathers’ economic stability to financially provide for a child’s well-being; and establish a citywide fatherhood response network to sustain project impacts.

 

TIMING CONSIDERATIONS

City Council action on this item is requested on April 4, 2023, to allow the Health Department to begin the program as soon as possible.

 

FISCAL IMPACT

The grant award will not exceed $35,000 for the period of April 1, 2023, through October 31, 2023.  The grant award is for two FFP participants at $17,500 each. An appropriation increase is requested in the amount of $35,000 in the Health Fund Group in the Health and Human Services Department, offset by grant revenue. There is no match or in-kind service mandate required.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
