TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents or subcontracts including any subsequent amendments extending the grant term or changing the amount of the award, with the City of Los Angeles, Economic and Workforce Development Department, to accept and expend up to $48,600 in Hire LA’s Youth Program funds, to provide disadvantaged youth with paid personal enrichment and work readiness training and paid work experience, for the period of July 1, 2022 through September 30, 2022. DISCUSSION
City Council approval is requested to enter into a contract with the City of Los Angeles, Economic and Workforce Development Department (EWDD), to accept and expend funding for Pacific Gateway Workforce Innovation Network (Pacific Gateway), San Pedro-based Harbor Gateway WorkSource (Center) to provide disadvantaged youth with paid personal enrichment and work readiness training and paid work experience through the Hire LA Youth Work Program.
Pacific Gateway administers the federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training funds received annually by the City of Long Beach (City). These funds support various employment and educational training programs through the WorkPlace, Harbor Gateway WorkSource Center, Youth Opportunity Center (YOC), and partnerships with selected community organizations. These programs assist job seekers in acquiring skills leading to employment in high-demand occupations by local employers.
Pacific Gateway operates the Center on behalf of the communities surrounding the Los Angeles Harbor under a contract with the City of Los Angeles. That Center functions similarly to other Pacific Gateway job centers by providing employment assistance to youth and adult participants and partnering with businesses to meet their workforce needs. Through this partnership, EWDD and Pacific Gateway aim to create job opportunities for young people in Long Beach and the Harbor area of Los Angeles.
This contract with the City of Los Angeles and its Workforce Development Board continues to bridge strategies, allowing the neighboring communities of Long Beach and Los Angeles to work together to tap into regional employment opportunities for youth through the Hire LA Youth Work Program, including those of the Harbor area and its twin ports. Under this contract, the City will receive up to $48,600 in reimbursement revenue for services delivered through September 30, 2022.
This matter was reviewed by Deputy City Attorney Monica Kilaita on November 10, 2022 and by Budget Operations and Development Management Officer Rhutu Amin Gharib on November 17, 2022.
TIMING CONSIDERATIONS
City Council action is requested on December 13, 2022, to facilitate the processing of required documents.
FISCAL IMPACT
Pacific Gateway will receive grant reimbursement revenue in an amount not to exceed $48,600 for the period of July 1, 2022 through September 30, 2022. Sufficient funds are currently budgeted in the Community Development Grants Fund Group in the Economic Development Department. These funds will supplement programs currently operated by Pacific Gateway, and no City match or in-kind service is required. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will result in employment preparation, placement, and retention services for program participants.
