TITLE

Recommendation to authorize City Manager to accept an easement deed for the installation of a water main as part of the improvement plans to Building 88 in the Douglas Aircraft Planned Development District, located at 3860 Lakewood Boulevard; and adopt and accept Categorical Exemption CE-13-105.  (District 5)

 

DISCUSSION

When significant new development is proposed, the Long Beach Water Department (LBWD) evaluates its facilities for sufficiency.  Mercedes-Benz is renovating the existing Boeing 717 facility in the Douglas Aircraft Planned Development District.  In order to accommodate the proposed new use of this facility, it is necessary that the LBWD receive an easement on the property, as indicated on the attachment, in order to allow for the installation of a water main, as part of the improvement plans to Building 88. The project consists of the exterior and interior remodeling of existing hangar buildings of 558,000 square feet, 422,000 square feet, and 6,200 square feet, in conjunction with a new accessory carwash structure.  The project site is already occupied in operation by Mercedes-Benz, as a vehicle testing and preparation facility.

 

The customary investigation was conducted, involving public utilities and interested City departments, and there were no objections to the proposed Grant of Easement. In conformance with the California Environmental Quality Act, Categorical Exemption CE-13-105 was issued for this project on November 7, 2013.

 

This matter was reviewed by Deputy City Attorney Linda Vu on January 6, 2015, and by Budget Management Officer Victoria Bell on August 11, 2015.

 

TIMING CONSIDERATIONS

City Council action on this matter is not time critical.

 

FISCAL IMPACT

A special purpose grant of easement fee, in the amount of $2,066, was deposited into the General Fund (GF) in the Public Works Department (PW).  Approval of this matter will provide continued support to the local economy.

 

SUGGESTED ACTION

Approve recommendation.
