DISCUSSION
The Long Beach Police Department (LBPD) requests approval to enter into contracts with Pacific West Health Services, Inc. dba Clinical Staffing Services, Maxim Healthcare Registry, Kay Anthony, N.P., Rosemarie Chaney, R.N., Carol Newton, R.N., Dr. Maryam Abdelnaby, Dr. Melvin Webb, Dr. Sophia Momand, Dr. Petar Mitrevski, and Dr. Ernest Williams for providing jail inmate physician and relief nursing services.  Jail inmate physician and relief nursing services are necessary to be in compliance with California Code of Regulations, Title 15, Article 11, Medical/Mental Health Care Services, which indicates the requirements and responsibilities for jail health care services, such as ensuring the provision of emergency and basic health care services are available to all inmates.
 
The Request for Proposals (RFP) detailed a scope of services that will provide the full spectrum of services necessary for jail inmate physician and relief nursing services, including demonstrated experience, expertise and availability of personnel, capability, and hourly bill rates.  RFPs were evaluated based on these components and ten proposals are recommended including contract nursing agencies, independent contractor nurses, and independent contractor physicians.  Multiple vendors are necessary in order to avoid any disruption in services.
 
The RFP was issued on April 19, 2012, and 293 potential bidders specializing in physician and nursing services were notified of the RFP opportunity.  Of those proposers, 18 downloaded the bid via our electronic bid system.  The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  An RFP announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups.  Ten proposals were received on May 1, 2012.  Of those ten bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and three were Long Beach businesses (Local).  
 
Local Business Outreach
 
In an effort to align with our outreach goal, Long Beach businesses were encouraged to submit bids for City contracts.  The Purchasing Division also assisted businesses with registering on the Bids Online database to download the RFP.  Through outreach, 45 Long Beach vendors were contacted to submit an RFP, of which three downloaded the RFP and three submitted a proposal.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on August 28, 2012, and Budget Management Officer Victoria Bell on August 31, 2012.
 
TIMING CONSIDERATIONS
City Council action to adopt specifications RFP No. HE12-020 and award contracts concurrently is requested on September 18, 2012, in order to ensure continued service.
 
FISCAL IMPACT
The estimated annual amount not to exceed $350,000 is budgeted in the General Fund (GP) in the Police Department (PD).  The award of these contracts will provide continued support to our local economy by assisting in the preservation of ten employees residing Long Beach with employment.
 
SUGGESTED ACTION
Approve recommendation.
