DISCUSSION
The Partnership for Families (PFF) is an initiative of the Los Angeles County Proposition 10 Committee, First 5 LA, that is aimed at the prevention of child abuse with a focus on pregnant women and high-risk families with children under the age of five. The program includes direct prevention services, capacity building, performance monitoring and accountability. Within each of the County's eight Service Planning Areas (SPAs), a Department of Children and Family Services (DCFS) Regional Office area has been identified to receive program services during the first phase of funding. Currently, the DCFS South County Areas, which includes the City of Long Beach, have received funding to provide these services.
 
Since 1996, the City of Long Beach Department of Health and Human Services (Health Department) Center for Families and Youth (CFY) has been an active participant in the SPA 8 Family Support Collaborative, coordinated by the South Bay Center for Counseling (SBCC). In 2008, First 5 LA awarded the SPA 8 Collaborative a PFF contract for the DCFS South County area. The SBCC is serving as the program and fiscal lead agency.
 
Under the terms of the PFF subcontract, the Health Department CFY will provide capacity building for collaborative agencies and the community that will meet the goals and objectives of the PFF initiative, and provide outreach, recruitment, case management and retention activities to individuals and at-risk families.
 
This matter was reviewed by Deputy City Attorney Linda Trang on October 27, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on October 30,2009.
 
TIMING CONSIDERATIONS
City Council action is requested on November 17, 2009, as the Health Department has been providing these services since July 1,2009.
 
FISCAL IMPACT
The total amount of the agreement is $60,488, for the period of July 1, 2009 through June 30, 2010, and will supplement programs currently offered at the Health Department CFY. Funding will be made available through a subcontract with the South Bay Center for Counseling, Partnership for Families Program. Revenue from reimbursements through this program will support the current budget in the Health Fund (SR 13) and in the Department of Health and Human Services (HE). There is no City match and no impact to the General Fund.
