Title: Recommendation to request City Manager return to council within 90 days to: • Report back on the current city ordinances regarding residential parking requirements for garage use, what efforts the city undertakes to enforce such ordinances, and recommendations of how these ordinances can be better utilized to enforce these ordinances in parking impacted areas; • Work with Development Services to report back on the permitting process for garage expansion and retrofitting permits, and the feasibility of expediting and streamlining incentivizing residents to bring their garages up to code for parking use; and • Report on the feasibility of the city sponsoring a community garage clean-up day where large-scale trash disposal and hauling is provided for the residents who choose to participate in the clean-up day.

TITLE

DISCUSSION

Long Beach has many vibrant and active communities. Many of these communities experience parking impacts due to a thriving business corridor, proximity to park or recreation areas, and dense residential communities with insufficient parking to accommodate the number of occupants in a residence. For many years residents living in these parking impacted areas have discussed the possibility of encouraging residents to use their garages for parking, rather than parking their vehicles on the public street. Barriers to meaningful use of garages includes the changes in car sizes that has occurred in decades since many garages were built making them inaccessible for modern cars, the cost and difficulty in permitting and constructing an updated garage, and the lack of enforcement for residents to use their private garages and driveways.

FISCAL IMPACT

There is no significant financial impact for the preparation of a report, as the scope of the information requested falls within the data collection capacity of the specific departments. Additional resources and/or expertise may be necessary for the implementation of the recommendations in the report.
