TITLE

Recommendation to authorize the Development Services Department to process refunds totaling $291,557 to eleven applicants whose deposits exceeded actual costs and surcharges for the preparation of Environmental Impact Reports or Mitigated Negative Declarations.  (Citywide)

 

DISCUSSION

Consistent with the City’s Master Fees and Charges Schedule, applicants place funds on deposit with the City to reimburse the City for costs related to the preparation of Environmental Impact Reports, Mitigated Negative Declarations, and the processing of Discretionary Actions consistent with the requirements of the California Environmental Quality Act. In the event that monies on deposit exceed the amount of actual expenses and surcharges, the applicants may request a refund.

 

In accordance with Long Beach Municipal Code Section 3.48.040, which requires that refunds exceeding $10,000 be approved by the City Attorney and City Council, approval to issue the refunds is requested on behalf of the applicants in the amounts listed below:

TIMING CONSIDERATIONS

City Council action is requested on January 15, 2019, to expedite processing of the refunds.

 

FISCAL IMPACT

The amount of $291,557 will be refunded from the Development Services Fund (EF 337) in the Development Services Department (DV). There is no local job impact associated with this recommendation.
