TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary amendments, with Cardinal Point Captains, Inc., of San Diego, CA, for furnishing a Triton Mobile Communication and Command Platform, in the amount of $441,877, with a 10 percent contingency in the amount of $44,188, for a total contract amount not to exceed $486,064. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Cardinal Point Captains, Inc., for the purchase of a Triton Mobile Communication and Command Platform (System).
The Long Beach Police Department (LBPD) Port Police Division (PPD) is responsible for providing law enforcement and homeland security services for the Port of Long Beach. PPD relies on mobile communication and command platforms (System) as part of its Incident Command Structure, which are used during critical emergency incidents as well as homeland security efforts. This equipment provides PPD with the ability to collect and disseminate operational data from maritime operation sites where cell phone and internet access are non-existent. Through this System, data from inaccessible marine sites can be transmitted to remote hubs located on the shore where it can be directed to a land-based command post. This System will support the data transmission of multiple formats, which are critical to law enforcement and port-related homeland security operations. The System also supports data transmission from underwater operations and allows supervising law enforcement personnel located on the shore to make decisions during critical maritime incidents.
A competitive procurement process for the purchase of the System is not feasible due to the proprietary nature of the equipment. Cardinal Point Captains is the sole manufacturer of the Triton Mobile Communications and Command Platform and is the only authorized supplier and service provider. Additionally, there are no other like systems in use by other public safety organizations in the region or other similar products compatible with existing LBPD communication systems with a similar scope of service. This System is very unique and critical for the success of ongoing operations.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process, but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Sarah E. Green and Purchasing Agent Tara Yeats on March 3, 2020, and by Budget Analysis Officer Julissa José-Murray on March 9, 2020.
TIMING CONSIDERATIONS
City Council action is requested on April 14, 2020, to expedite the implementation of this equipment.
FISCAL IMPACT
The total annual cost of the contract will not exceed $486,064. Sufficient funds to support this contract are budgeted in the General Grants Fund Group in the Police Department, and are funded by the FY 2017 Port Security Grant Program. This purchase received approval by the U. S. Department of Homeland Security as an approved grant-funded project. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
