DISCUSSION

City Council approval is requested to amend Contract No. 35644 with PP-CA LP, dba Long Beach Animal Emergency (LBAE), to continue providing emergency after-hours veterinary services for the Parks, Recreation and Marine Department (PRM) by increasing the annual contract amount by $50,000 with a 15 percent contingency in the amount of $7,500, for a revised total annual contract amount not to exceed $345,000 for the current term and any subsequent renewal periods.

 

On March 10, 2020, the City Council awarded a contract to LBAE for providing emergency after-hours veterinary services for a period of two years, with the option to renew for three additional one-year periods, in an annual amount not to exceed $287,500 inclusive of a 15 percent contingency.  PRM’s Animal Care Services Bureau (ACS) implemented the Compassion Saves model of saving all healthy and treatable dogs and cats.  The number of animals in the care of ACS has increased and continues to rise.  Given the nature of 24-hour emergency services, LBAE’s location within the city is critical to provide emergency care quickly and efficiently for animals which is an essential component to the successful implementation of Compassion Saves.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani on July 21, 2023, Purchasing Agent Michelle Wilson on July 28, 2023, and by Budget Development Officer Jennifer Rodriguez on August 3, 2023.

 

LEVINE ACT

This item is subject to the Levine Act. The Mayor, Councilmembers, and Commissioners who have received a contribution of more than $250 within 12 months prior from a party, participant, or their representatives involved in this proceeding may do either of the following: (1) disclose the contribution on the record and recuse themselves from this proceeding; OR (2) return the portion of the contribution that exceeds $250 within 30 days from the time the elected official knew or should have known about the contribution and participate in the proceeding.

All parties, participants, and their representatives must disclose on the record of this proceeding any contribution of more than $250 made to the Mayor or any Councilmembers within 12 months prior to the date of the proceeding. The Mayor, Councilmembers, and Commissioners are prohibited from accepting, soliciting, or directing a contribution of more than $250 from a party, participant, or their representatives during a proceeding and for 12 months following the date a final decision is rendered.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 35644 is requested on September 5, 2023, to ensure there is no interruption of services.

 

FISCAL IMPACT

The recommendation increases the existing contract with LBAE by $57,500, inclusive of a 15 percent contingency, for a revised annual contract amount not to exceed $345,000. Sufficient appropriation is budgeted in the General Fund Group in the Parks, Recreation and Marine Department to support the additional contract authority. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. This contract will provide continued support to our local economy by assisting in the preservation of employment for 27 employees residing in Long Beach.
