TITLE
Recommendation to adopt Plans and Specifications No. R-6763 for the construction of storm drain pollution trap (vortex separation system) at pump station No. 11; and authorize City Manager to award and execute the contract with Clarke Contracting Corporation in an estimated amount of $264,275 plus a 15 percent contingency in the amount of $39,641, if necessary and if funds are available, for a total of $303,916, and any amendments thereto. (District 9)
DISCUSSION
On July 13, 2009, the State Water Resources Control Board (SWRCB) and the City of Long Beach entered into a project finance agreement through the Clean Water State Revolving Fund under the American Recovery and Reinvestment Act (ARRA). This project involves the construction of a vortex separation system (VSS) at City-owned Pump Station No. 11 located at 114 Gordon Street. A vicinity map of the area is attached as Exhibit A. The VSS will filter trash and debris from storm flows prior to entering the pumps, thereby significantly reducing trash and debris discharged into the Los Angeles River. The project includes furnishing and installing an offline VSS on an existing reinforced concrete pipe (RCP) storm drain. Due to the project's uniqueness, it is recommended that a 15 percent contingency be utilized for unforeseen conditions.
City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended as detailed in Exhibit B. The project was advertised for bid on October 23, 2009, and bids were opened on November 19, 2009. Information regarding the lowest responsible bidder, Clarke Contracting Corporation, is provided on the attached contract awards document. In accordance with the California Environmental Quality Act, Categorical Exemption number CE-593-06 has been issued for this project.
This matter was reviewed by Deputy City Attorney Amy Burton on November 23, 2009 and Budget and Performance Management Bureau Manager David Wodynski on November 20,2009.
SUSTAINABILITY
This vortex separation system, similar to that installed at Hamilton Bowl (20th Street and Walnut Avenue), has proven to be very effective at filtering trash, sediment and green waste. An additional benefit derived from the VSS is that bacteria attached to the trash and debris will also be captured, improving the quality of the stormwater runoff water being discharged to the Los Angeles River.
TIMING CONSIDERATIONS
In accordance with the project finance agreement, a Notice to Proceed must be issued to the contractor by December 31, 2009. City Council action on this matter on December 15, 2009 will authorize commencement of this Public Works project. Construction is projected to begin in February 2010 and should take approximately 90 working days.
FISCAL IMPACT
The contract award is for an estimated amount of $264,275 plus a 15 percent contingency amount of $39,641, if necessary and if funds are available. Sufficient funds to cover the contract are budgeted in the Capital Projects - Fund (CP 201) in the Department of Public Works (PW).
