TITLE
Recommendation to authorize City Manager to execute agreements with Long Beach Unified School District for the operation of the After School Education Safety Program at Burbank, Edison, Garfield, Grant, Hudson, King, Lafayette, and Lee elementary and middle school sites;
Authorize City Manager to execute any future documents, including amendments, necessary to accept, implement, and administer the agreements; and
Increase appropriations in the General Grants Fund (SR 120) in the Department of Parks, Recreation and Marine (PR) by $1,383,262. (Districts 1,4,6,7,9)
DISCUSSION
On February 20, 2007, the City received notification from the Long Beach Unified School District (LBUSD) that the California State Department of Education earmarked $1,383,262 in grant funding for the implementation of the After School Education Safety (AES) Program through a collaboration between the City and LBUSD. The one-time AES Program funds augment the ongoing Long Beach Winners Reaching Amazing Potential (LB WRAP) program. The funding will enable more elementary and middle school children to participate in after school educational enrichment activities. Eight AES Program centers will be funded supporting program staffing, supervision, and administrative assistance through June 30, 2007. The attached matrix (Attachment A) identifies the distribution of funds for each school site.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on February 28, 2007, and Budget and Performance Management Bureau Manager David Wodynski on March 4, 2007.
TIMING CONSIDERATIONS
City Council action is requested on March 13, 2007, to enable the increase in appropriations for implementation of the AES Program and the expenditure of funds by June 30, 2007.
FISCAL IMPACT
The City's AES Program costs will be fully offset by AES Program grant funds and already budgeted Community Development Block Grant monies. The $1,383,262 AES grant is currently unbudgeted, therefore, an appropriation increase is included in the Recommendation. There will be no fiscal impact to the General Fund (GP).
