DISCUSSION
As part of the American Recovery and Reinvestment Act of 2009 (ARRA), certain funds were set aside for the rehabilitation of roads. Projects to be done under this program had to be ready for immediate construction, listed as a federal aide urban route (FAU) by the Federal Highway Administration, and listed in the State's Transportation Improvement Program. Carson Street, between Long Beach Boulevard and Atlantic Avenue, fell into this category and was approved for funding under this ARRA program.
 
The anticipated rehabilitation work on Carson Street will consist of replacing damaged curbs, gutters, and sidewalk, removing old asphalt and resurfacing the street with rubberized asphalt, and installing new pavement markings, traffic striping, Class II bike lanes, curb painting, and vehicle and bicycle loop detectors at signalized intersections.
A vicinity map of the area is attached as Exhibit A.
 
City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bids on July 3, 2009, and bids were opened on August 5, 2009. Information regarding the bid and Sully-Miller Contracting Company is provided on the Contract Award Document attached as Exhibit B.
 
This matter was reviewed by Deputy City Attorney Linda Trang on August 10, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on September 3,2009.
 
SUSTAINIBILITY
 
The street will be resurfaced with asphalt containing up to 15 percent recycled material as well as recycled rubber from old tires. It is estimated that up to 2,400 tires will be recycled through the use of rubberized asphalt in this project. The project will also include the installation of debris deflectors and trash/bacteria filter inserts into catch basins located along this stretch of roadway to treat and improve the quality of the storm water runoff from these streets. The project will also include the installation of striped bike lanes to encourage the use of bicycles as an alternative transportation mode for the residents of Long Beach.  
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on September 22, 2009 to authorize commencement of this Public Works project. Construction is projected to begin in January 2010, and should take approximately 60 working days.
 
FISCAL IMPACT
Project cost includes the contract award for an estimated amount of $540,212 plus a 10 percent contingency of $54,021, if necessary and if funds are available, and a 15 percent provision for construction support in the amount of $81,032. Since this federal stimulus grant funding is not yet appropriated, an appropriation increase of $675,265 is requested in the Gas Tax Street Improvement Fund (SR 181) in the Department of Public Works (PW).
