TITLE
Recommendation to authorize City Manager to execute all necessary documents with The Los Angeles Gay and Lesbian Community Services Center to implement the Materials Development Training and Grant Project in an amount not to exceed $10,000 for the period from January 3, 2005 to June 30, 2005; and increase appropriations in the Health Fund (SR 130) and the Department of Health and Human Services (HE) by $10,000.  (Citywide)
 
DISCUSSION
As part of the California AIDS Clearinghouse Materials Development Project, The
Los Angeles Gay and Lesbian Community Services Center has received a new
grant from the State of California Department of Health Services to develop
HIV/AIDS education materials. The Los Angeles Gay and Lesbian Center is
requesting that the City provide materials development services as a component
of this grant. The Department of Health and Human Services (DHHS) has been
identified as a creative and effective local health jurisdiction able to develop
programs to reach target populations with respect to HIV.
Under this grant the DHHS will develop culturally-specific HIV prevention
education materials. These funds will enable the DHHS to develop materials to
enhance the effectiveness of its current HIV programs. The DHHS will also be
required to provide the California AIDS Clearinghouse with 50 copies of the
finished product. The educational materials may be made available to other
jurisdictions statewide at the discretion of the Clearinghouse.
These materials will be targeted toward gay men aged 15 through 24, who are
considered to be at a high risk of contracting HIV. It focuses on influencing
behavior change and will be used to supplement existing HIV prevention projects
within the DHHS. The material could also be provided to other DHHS divisions,
clinics, or local agencies that provide one-on-one counseling with youth to
supplement information and educational messages provided during risk reduction
counseling .  This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on
February 15, 2005 and Budget Management Officer David Wodynski on
February 16,2005.
 
 
 
TIMING CONSIDERATIONS
City Council action on this item is requested on March 1, 2005, as the DHHS
began providing services under the agreement on January 3, 2005, but cannot
recover costs until the agreement is approved.
 
 
FISCAL IMPACT
The total amount of the agreement is $10,000. An appropriation increase for this
amount is included in the recommended action
