TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into an agreement with the Federal Emergency Management Agency (FEMA) California Governor’s Office of Emergency Services (CalOES) Hazard Mitigation Grant Program (HMGP), to accept and expend grant funding in amount of $702,823, and execute all documents necessary to implement the grant for the City of Long Beach Pump Station Mitigation Project, Phase One (Project);
Increase appropriations in the Capital Projects Fund Group (Capital Projects Grant Fund) in the Public Works Department by $702,823, offset by grant reimbursement funds from the FEMA CalOES HMGP, for the Project; and
Increase appropriations in the Capital Projects Fund Group (Capital Projects Fund) in the Public Works Department by $702,823, offset by a transfer of FEMA CalOES HMGP grant reimbursement revenues from the Capital Grant Fund. (Citywide)
DISCUSSION
City Council approval is requested to enter into an agreement with FEMA CalOES HMGP to accept and expend grant appropriate grant funding received from the FEMA CalOES HMGP for the Project.
FEMA CalOES’s HMGP supports projects that contain any sustainable action which reduces or eliminates long-term risk to people and property from future disasters by upgrading and constructing infrastructure. Mitigation planning breaks the cycle of disaster damage, reconstruction, and repeated damage. Hazard mitigation includes long-term solutions that reduce the impact of disasters in the future. FEMA CalOES’s HMGP has accepted the City of Long Beach’s (City) grant application to assist with upgrading and constructing infrastructure that will mitigate damage from natural disasters.
The City’s Local Hazard Mitigation Plan identifies floods, earthquakes, and windstorms as the three most likely hazards to impact the City. The City applied for funding to mitigate the impacts of flooding on the City’s stormwater infrastructure system. The proposed Project includes installing standby generators with automatic switches at the sites that are highly vulnerable to flood hazards. Pump stations SD-06, SD-13, SD-14, SD-15, SD-19, and SD-20 most recently sustained flood damage during the 2017 winter storms that put critical infrastructure and facilities at great risk. The grant application approved funding for the estimated $937,500 in project design costs with a 75 percent / 25 percent allocation; where $702,823 was granted for the 75 percent Federal share and $223,677 as the 25 percent City match-funds.
This matter was reviewed by Deputy City Attorney Amy R. Webber on January 3, 2022 and by Budget Management Officer Nader Kaamoush on January 11, 2022.
TIMING CONSIDERATIONS
City Council action is requested on February 1, 2022, to enter into an agreement with FEMA CalOES HMGP, expend grant funds, and ensure timely completion of the Project in accordance with the FEMA CalOES HMGP grant expenditure timelines.
FISCAL IMPACT
The total cost of the Project is currently estimated at $937,500 which includes site surveys, field investigations, documentation of existing switchgear, design of improvements, and geotechnical investigations. The City will be receiving a $702,823 grant from the FEMA CalOES HMGP, which will support 75 percent of the projected Project cost. The remaining $234,677 represents the City’s 25 percent match and is supported by Measure A funds approved for this purpose. Sufficient appropriation is available in the Capital Projects Fund Group the Public Works Department for the City’s 25 percent match.
An appropriation increase in the amount of $1,405,646 is requested in the Capital Projects Fund Group in the Public Works Department. Of this amount, $702,823 will be offset with grant reimbursement revenues received from the FEMA CalOES HMGP. The remaining $702,823 is a technical appropriation to allow for the transfer of FEMA CalOES HMGP grant funds from the Capital Grant Fund, a fund within the Capital Projects Fund Group. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
