TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any subsequent amendments, with Tri-Pacific Supply, Inc., of Rocklin, CA, to furnish and deliver Sensus natural gas meters, in a total annual amount not to exceed $1,000,000, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Tri-Pacific Supply, Inc., to furnish and deliver Sensus natural gas meters. Sensus natural gas meters are the Energy Resources Department (ER) approved meters for most residential and small commercial kitchen customers located in Long Beach and Signal Hill.
Tri-Pacific Supply, Inc., is the sole source supplier for purchasing and delivering Sensus natural gas meters. Tri-Pacific Supply, Inc., is the only vendor authorized to stock, sell, and distribute Sensus natural gas meters for the City of Long Beach. Sensus gas meters have been reviewed, tested, and approved for ER’s natural gas distribution system. ER’s staff is fully trained on installing, maintaining, and repairing these natural gas meters as these meters have proven reliable and durable.
City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process when authorized by a Resolution adopted by the City Council.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on February 7, 2022, Purchasing Agent Michelle Wilson on February 8, 2022, and by Revenue Management Officer Geraldine Alejo on February 14, 2022.
TIMING CONSIDERATIONS
City Council action to adopt a Resolution and award a contract concurrently is requested on March 8, 2022, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total annual amount of the contract will not exceed $1,000,000. Sufficient funds to support this contract are budgeted in the Gas Fund Group in the Energy Resources Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with the recommendation.
