TITLE

Recommendation to authorize the refund of $22,153 to the County of Los Angeles Department of Public Health under COVID-19 Enhancing Detection Amendment Agreement No. 10 for the overpayment made to the City of Long Beach by the Fiscal Year 2020 COVID-19 Response Grant.  (Citywide)

 

DISCUSSION

In accordance with Long Beach Municipal Code Section 3.48.040, the Health and Human Services Department (Health Department) requests your approval to return Fiscal Year 2020 (FY 20) COVID-19 Reimbursement Revenue to the County of Los Angeles Department of Public Health (County) in the amount of $22,153.

 

The Health Department submitted March 2020 to September 2020 COVID-19 Response invoices to the County for reimbursement.  In May 2020, due to a miscalculation in one of the Excel formulas in salary for non-career staff, the County was over charged $30,361.  The County underpaid the City in April 2020 by $1,098 and again in June 2020 by $7,110, therefore the amount currently owed to the County is $22,153. A reimbursement settlement for the overpayment of FY 20 COVID-19 Response Grant invoices for the period of March 1, 2020 through September 30, 2020, in the amount of $22,153, was requested by the County.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on June 9, 2021 and by Budget Analysis Officer Gregory Sorensen on June 16, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on July 6, 2021, to allow the Health Department to expedite the refund check to the County.

 

FISCAL IMPACT

Under the agreement, the County will continue to fund the Health Department COVID-19 Enhancing Detection Program through November 19, 2022.  The total refund to the County is $22,153.  The refund will be deducted from the grant revenues already received from the same contract agreement. Services will be provided by existing Health Department staff and resources budgeted in the Health Fund Group in the Health and Human Services Department.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
