DISCUSSION

City Council approval is requested to enter into contracts with Ferguson Enterprises, LLC, and Independent Utility Supply, for furnishing and delivering polyethylene (PE) pipe and fittings on an as-needed basis.

 

Long Beach Energy Resources (ER) and its contractors are responsible for the repair, maintenance, and construction of the City of Long Beach’s (City) natural gas pipeline system, which is necessary for the safe and efficient delivery of natural gas to ER customers in Long Beach and Signal Hill.

 

The bid was advertised in the Long Beach Press-Telegram on February 3, 2022, and 287 potential bidders specializing in natural gas parts and construction services  were notified of the bid opportunity. Of those bidders, 19 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 42 local, minority-owned, and women-owned business groups. There were two bids received on March 3, 2022. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), one was a Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and three were Long Beach vendors (Local). Ferguson Enterprises, LLC, of Long Beach, CA (Local) and Independent Utility Supply. of San Leandro, CA (not MBE, WBE, SBE, or Local), were the lowest responsible bidders.

 

Local Business Outreach

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids (now Long Beach Buys) database to download bid specifications. Through outreach, four Long Beach vendors were notified to submit bids, of which three were downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony on August  31, 2022, Purchasing Agent Michelle Wilson on August 29, 2022, and by Revenue Management Officer Geraldine Alejo on August 15, 2022.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB ER 22-020 and award contracts concurrently is requested on September 20, 2022 to ensure the contracts are in place expeditiously.

 

FISCAL IMPACT

The total aggregate annual amount of the contract will not exceed $300,000. Sufficient appropriation is currently budgeted in the Gas Fund Group in the Energy Resources Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employement for 36 full-time employees residing in Long Beach.
