TITLE

Recommendation to adopt Specifications No. ITB LB17-077 and award contract to Sully-Miller Contracting Co., of Brea, CA, for furnishing and delivering of asphalt concrete materials, in the annual amount of $750,000, with a 15 percent contingency in the amount of $112,500, for a total annual amount not to exceed $862,500, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with Sully-Miller Contracting Co., for furnishing and delivering of asphalt concrete to be used by the Departments of Gas and Oil, Parks, Recreation, and Marine, Public Works, and Water for street or pothole repairs, and on various Citywide construction projects. 

 

The bid was advertised in the Long Beach Press-Telegram on August 16, 2017, and 4,473 potential bidders specializing in construction materials were notified of the bid opportunity.  Of those bidders, 17 downloaded the bid via the City’s electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups.  Four bids were received on September 14, 2017.  Of those four bidders, none were a Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), Small Business Enterprise (SBE), or Long Beach businesses (Local).  Sully-Miller Co., Inc., of Brea, CA (not a MBE, WBE, SBE, or Local), was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications.  Through outreach, 399 Long Beach vendors were notified to submit bids, of which two downloaded and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

This matter was reviewed by Deputy City Attorney Amy R. Webber on October 24, 2017 and by Budget Operations Administrator Grace Yoon on October 23, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on November 14, 2017, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The annual cost of this contract will not exceed $862,500 and is budgeted in various funds and departments. The approval of this recommendation will provide continued support to our local economy by assisting in the preservation of employment for ten full-time employees residing in Long Beach.
