DISCUSSION

City Council approval is requested to enter into contracts with multiple consulting firms to assist with the City of Long Beach’s (City) historic preservation efforts.  Services will include technical, architectural, design, historical guidance, and research.  

 

The City maintains a strong commitment to the preservation of its historic structures, heritage, and cultural resources. This commitment is carried out by the Department of Development Services’ (Department) historic preservation initiatives and programs, such as the adaptive reuse guidelines, Mills Act Property Tax Abatement Program (Mills Act), Historic District Design Guidelines, and community outreach and engagement activities.

 

The Department assists property owners with the technical aspects of preservation, renovation, rehabilitation, and reuse of historic sites. The Department also works with the community to promote an understanding and appreciation of the City’s significant architectural, environmental, cultural history, and resources.

 

A Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on March 26, 2018, and 5,238 potential proposers specializing in professional, scientific, architectural, and technical services; civil engineering; and, construction were notified of the RFP opportunity.  Of those proposers, 66 downloaded the RFP via the City’s electronic bid system.  The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups.  Seventeen proposals were received on April 26, 2018.  Of those proposers, three were Minority-owned Business Enterprises (MBEs), seven were Women-owned Business Enterprises (WBEs), nine were certified Small Business Enterprises (SBEs), and two were Long Beach businesses (Local). 

 

A selection committee, comprised of representatives from the Development Services and Parks, Recreation and Marine Departments, determined that the nine selected firms were the most qualified to provide historic preservation services based on their experience and proficiency with historic preservation services, and their ability to deliver new and innovation approaches as outlined in the RFP.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the RFP specifications. Through outreach, 580 Long Beach vendors were notified to submit proposals, of which eight downloaded and two submitted proposals. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on August 13, 2018 and by Budget Management Officer Rhutu Ahmin Gharib on August 17, 2018.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFP DV18-081 and award contracts concurrently is requested on September 4, 2018, to avoid delays in services as the current on-call historic contracts expired on August 31, 2018.

 

FISCAL IMPACT

The annual aggregate authority is not to exceed $540,000. The authority is based on potential maximum on-call consultant needs to address historic preservation activities. The anticipated FY 19 cost of $175,000 is budgeted in the General Grants Fund (SR 120) in the Development Services Department (DV). The number of additional local jobs associated with this recommendation is unknown until as-needed services occur.
