TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary, and any subsequent amendments, with the Los Angeles County Department of Public Health to enter into a data use agreement to share certain vital records information for a period of three years, with the option to renew the agreement for two additional one year periods, at the discretion of the City Manager.  (Citywide)

DISCUSSION

City Council approval is requested to enter into a data use agreement with the Los Angeles County Department of Public Health (LADPH), to share Vital Records Business Intelligence System (VRBIS), Fetal Death Registration System (FDRS), Electronic Death Registration System (EDRS), and Electronic Birth Registration System (EDRS) Data Files for the City of Long Beach (City).  The LADPH will use California Integrated Vital Records System (Cal-IVRS) data to evaluate countywide trends in natality, mortality, preventable mortality and life expectancy, disease specific mortality trends, demographic, and socioeconomic vital statistics trends.  The LADPH would also like to disseminate aggregated vital statistics analysis results via LADPH-supported/sponsored online sites and presentations, as well as through data requests to the LADPH from health agencies, policymakers, community leaders and other stakeholders.

 

Until very recently the LADPH has received and analyzed vital statistics data for the entirety of Los Angeles County, including the City.  The California Department of Public Health Cal-IVRS includes all vital statistics data, such as birth, death, and fetal death vital records, from every local health jurisdiction in California, including all 58 counties, and the cities of Berkeley, Long Beach and Pasadena.  In order to satisfy numerous data requests for county-level vital statistics information, the LADPH would like to have access to all Los Angeles County vital statistics data, including Long Beach.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on March 7, 2023 and by Budget Analysis Officer Greg Sorensen on March 22, 2023.

 

TIMING CONSIDERATIONS

City Council action to enter into the data use agreement is requested on April 11, 2023 to ensure the agreement is in place expeditiously.

 

EQUITY LENS

 

The City has incorporated the Equity Toolkit in this recommendation, as requested by the City Council on April 21, 2020.  This data sharing agreement will have a positive impact on the public health of Long Beach, as the data will allow the LADPH to evaluate vital statistical trends relating to the health of Long Beach residents.

 

FISCAL IMPACT

There is no fiscal or local job impact associated with the recommended action.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
