TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract Nos. 35020 and 35022 with Azteca Landscape, of Corona, CA, and Parkwood Landscape Maintenance, Inc., of Van Nuys, CA, for the provision of grounds maintenance services, to increase the annual aggregate contract amount by $859,580, for a revised total annual aggregate amount not to exceed $6,044,839, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to amend Contract Nos. 35020 and 35022 with Azteca Landscape (Azteca) and Parkwood Landscape Maintenance, Inc. (Parkwood), to increase the aggregate annual contract amount by $859,580, to provide grounds maintenance services to the City of Long Beach (City) parks, open spaces, street medians, facilities, MTA Blue Line, parking lots, marina contract areas for the Parks, Recreation and Marine Department (PRM) and the Public Works Department (PW).
On August 14, 2018, the City Council awarded contracts to Azteca and Parkwood as part of its adoption of RFP PR17-022 for grounds maintenance services, for a period of three years with two one-year extension options and a subsequent three-year term with two one-year extension options, for a total aggregate contract term not to exceed ten years.
Since that time, additional sites have been identified and new sites are anticipated to be completed and turned over to PRM and/or PW for maintenance, which are not included in the current contracts. These sites include, but are not limited to, City medians, Sunnyside Cemetery, Wrigley Greenbelt, Red Car Greenbelt, Lincoln Park, and Willow Springs Park. To provide services at the newly developed park lands and maintain the horticultural standard in the City’s greenscape, an aggregate contractual increase of $859,580 is requested.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on July 14, 2021, Purchasing Agent Michelle Wilson on July 6, 2021, and by Budget Analysis Officer Greg Sorensen on July 13, 2021.
TIMING CONSIDERATIONS
City Council action to amend Contracts Nos. 35020 and 35022 is requested on August 3, 2012, to ensure there is no interruption to services.
FISCAL IMPACT
The requested action increases the contract authority with Azteca and Parkwood by $859,580. The new total annual aggregate amount of the contracts will not exceed $6,044,839. Of the total aggregate contract amount, $5,595,257 is currently budgeted in the General Fund Group, Tidelands Operating Fund Group, Tidelands Area Fund Group, General Grants Fund Group, and Capital Projects Fund Group in the Parks, Recreation and Marine and Public Works Departments. The remaining amount of $449,582 is currently unbudgeted, of which $289,136 is requested as part of the Proposed FY 22 Budget, and the remaining $160,446 will only be authorized as one-time or as funding sources are identified. Any work not currently budgeted will only proceed once the appropriation has been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The amendment of these contracts will provide continued support to our local economy by assisting in the preservation of 44 full-time employees residing within Long Beach.
