TITLE

Recommendation to increase appropriations in the Special Advertising and Promotion Fund Group in the City Manager Department by $5,000, offset by the Ninth Council District One-time District Priority Funds transferred from the Citywide Activities Department, to provide a contribution to Agency ETA for the "Remembering Our Roots" Black History Month video exhibit; and

Decrease appropriations in the Special Advertising and Promotion Fund Group in the Citywide Activities Department by $5,000 to offset a transfer to the City Manager Department.

DISCUSSION

On Tuesday, February 4, 2020, the City of Long Beach celebrated the "Remembering Our Roots" Black History Month event. During the month of February, two video exhibits were displayed on the video wall in the City Hall lobby celebrating the accomplishments of Black leaders within our City and across our nation.

Agency ETA provided one of the video exhibits to commemorate Black History Month, showcasing accomplishments of national and local African American leaders, musicians and athletes. The video recognizes the struggles of African Americans throughout history, and highlights the accomplishments of Long Beach's Black leaders who help elevate our City as a hub that promotes diversity.

As part of the Adopted FY 20 Budget, the City Council allocated $235,000 of Special Advertising and Promotions Fund Group funds available to be divided equally between the City Council Districts to be used towards SAP-qualified special events or contributions managed by the Office of Special Events and Filming in the City Manager Department. This recommendation is requesting that $5,000 of the Ninth Council District one-time SAP District Priority Funds be allocated for this special event.

This matter was reviewed by Budget Manager Grace H. Yoon on April 9, 2020.

FISCAL IMPACT

This recommendation requests the City Manager to provide a contribution to Agency ETA for the cost associated with showcasing the "Remembering Our Roots" Black History Month video exhibit. The total appropriation increase in the Special Advertising and Promotion Fund Group in the City Manager Department by $5,000 will be offset by a decrease of appropriation of $5,000 from the Ninth District Special Advertising and Promotion Fund Group One-time District Priority Funds in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and is expected to have a minimal impact on existing City Council priorities.

SUGGESTED ACTION
