TITLE
Recommendation to authorize City Manager to accept $600,000 in grant awards from the Los Angeles County Regional Park and Open Space District Competitive Grant Program and the Excess Funds Grant Program; increase appropriations in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR) by $600,000; and execute any documents necessary for the administration of the Rosie the Riveter Park development and the Baker/Golden Mini Park project. (Districts 5,7)
DISCUSSION
On June 5, 2007 and November 6,2007, the City Council authorized the Department of Parks, Recreation and Marine (PRM) to apply for grant funding through the Los Angeles County Regional Park and Open Space District Competitive Grant Program and the Excess Funds Grant Program. Recently, PRM was notified of award of two grants, as follows:
. Rosie the Riveter Park development - $100,000. This is a partially developed park
site, located at Clark Avenue and Conant Street, adjacent to the Boeing Aircraft
manufacturing plant. The cost of the park's design and Phase I development is
estimated at $115,000. This grant will offset $100,000, with the remaining $15,000
budgeted in the Capital Projects Fund (CP) in the Department of Parks, Recreation
and Marine (PR).
. Baker/Golden Mini Park project - $500,000. This grant will provide funding for
planning and development costs for a neighborhood mini park in the Wrigley Heights
area near the Los Angeles River and the 405 Freeway. The City's cost for the
Baker/Golden Mini Park project is estimated at $500,000.
This matter was reviewed by Deputy City Attorney Gary J. Anderson on March 19, 2008, and Budget Management Officer Victoria Bell on March 25, 2008.
TIMING CONSIDERATIONS
City Council action is requested on April 1, 2008, to allow timely execution of the pertinent documents and to begin the development process.
FISCAL IMPACT
Increase appropriations in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR) by $100,000 for the Rosie the Riveter Park development and $500,000 for the Baker/Golden Mini Park project, for a total of $600,000. No City match is required for the Baker/Golden Mini Park project. The $15,000 City match for the Rosie the Riveter Park development will come from funds budgeted in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR).
Future maintenance and staffing costs for the projects have not been identified and will need to be considered in future General Fund budgets once the parks are developed.
