TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement and any subsequent amendments between the City of Long Beach and The Earl B. and Loraine H. Miller Foundation in the amount of $79,000 to continue the childhood obesity prevention health education programming at the Miller Family Health Education Center for the period from July 1, 2009 through June 30, 2010. (Citywide)
DISCUSSION
Since 2005, the Earl B. and Loraine H. Miller Foundation (Miller Foundation) has annually awarded the City of Long Beach Department of Health and Human Services (Health Department) grants to further enhance health education programming at the Miller Family Health Education Center (MFHEC) and within the community on topics and activities focusing childhood obesity prevention.
This current grant is for an amount of $79,000, and will build upon the successful 20082009 Miller grant program that made it possible for the Health Department to expand opportunities for families to access health education programs, services and training. In 2008 - 2009, a total of 225 participant visits were made to the five health education forums that were provided in a multilingual format. Also, more than 200 participants attended the nutrition lessons that were led by community health leaders at various locations throughout the City.
The 2009-2010 funding from the Miller Foundation will enable the Health Department to further develop its childhood obesity prevention health education programming and enhance the activities in the community. The Health Department will continue to hold health educational forums focusing on childhood obesity prevention; will continue to offer nutrition lessons for parents at sites throughout Long Beach; and will enhance community advocacy efforts to decrease environmental contributors to obesity in the North Long Beach area. The grant will also fund a new pilot program for staff to work in partnership with a parent group at Starr King Elementary School in North Long Beach to encourage a local store owner to stock healthier food products for the neighborhood.
The funding supports one part-time staff position, materials, incentives, childcare and transportation services to facilitate the community's engagement in these health education programs.
This matter was reviewed by Deputy City Attorney Linda Trang on August 19, 2009 and by Budget and Performance Management Bureau Manager David Wodynski on September 4, 2009.
TIMING CONSIDERATIONS
City Council action on this item is requested on September 22, 2009 in order to continue this program without service interruption.
FISCAL IMPACT
The total amount of the agreement is $79,000, and is included in the FY 10 proposed budget. There is no impact on the General Fund.
