TITLE
Recommendation to adopt Specifications No. PA-00810 to award contracts to Vista Paint Corporation, a Long Beach-based business (not an MBE, WBE, or SBE), and Sherwin Williams Company of Signal Hill, California (MBE, WBE), in a combined annual amount not to exceed $205,000, to furnish and deliver paint, marine paint and supplies, for one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is being requested to enter into contracts for paint, marine paint and supplies for the Airport, Community Development, Fire, Gas and Oil, Harbor, Library, Parks Recreation and Marine, Public Works and Water Departments, with Vista Paint Corporation and Sherwin Williams Company. These contracts are utilized on an as-needed basis by the various user departments to provide paint and related supplies for various City properties, including public restrooms, City facilities, libraries and a host of other various needs.
Based on historical expenditures, the annual amount requested is $205,000. Parks, Recreation and Marine, Public Works and Water Departments are the largest users. By awarding to two vendors, the City is ensuring availability and quick turn-around to maintain service continuity.
The bid for furnishing and delivering paint, marine paint and supplies was advertised in the Press-Telegram on December 12, 2009, and 131 potential bidders specializing in paint, marine paint, and supplies were notified. Of those bidders, 24 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Six bids were received and a public bid opening occurred on December 29, 2009. Of those six bidders, four were Women-owned Business Enterprises (WBEs), one was a Minority-owned Business Enterprises (MBEs), none were certified Small Business Enterprises (SBEs) and three were Long Beach businesses (Local). Vista Paint Corporation, of Long Beach, CA (Local), and Sherwin Williams Company, of Signal Hill, CA (MBE, WBE), were the lowest responsible bidders.
Local Business Outreach
Our outreach goal during the bid process is to encourage Long Beach businesses to take advantage of local preferences offered by the City and submit bids for City contracts. We assist businesses with registering on our Bids Online database to download the bid specifications. Of the Long Beach businesses registered for providing paint, marine paint and supplies, there were three businesses able to provide services. In the past, the City has only received bids from one Long Beach business. This year, we received three bids from Long Beach businesses, expanding the City's bidder pool and leading to a contract with one local business.
This matter was reviewed by Deputy City Attorney Amy R. Burton on July 7, 2010 and Budget Management Officer Victoria Bell on July 16, 2010.
TIMING CONSIDERATIONS
City Council action is requested on August 3, 2010, to adopt specifications and award contracts expeditiously. The current contract has expired; hence, there is an interim in place.
FISCAL IMPACT
Sufficient funds to cover the total estimated contract cost of $205,000 are budgeted in various Citywide funds. The award of this contract will provide continued support to our local economy by assisting in the preservation of two full-time employees residing in Long Beach with employment.
