DISCUSSION
On December 19, 2000, the City Council authorized the City Manager to apply for and accept Federal grant funds through the 2001 Metropolitan Transportation Authority's (Metro) Call for Projects, which provided funding for projects from FY 02 - FY 07. One of the projects for which funding was requested was the design and construction of the East-West Bikeway Connections and Signage Program, which includes the installation of new bike route signs and striping on several eastbound/westbound streets. Please see Exhibit A. This will provide direct, convenient and safe routes for bicyclists, as well as east-west linkages through the City.
 
On July 24, 2007, the City Council awarded a contract to Excel Paving for design, development of the Plans, Specifications and Estimate, and to request authorization from Caltrans to proceed to construction. The authorization from Caltrans was received December 18, 2008.
 
The project was advertised for bids on December 22, 2008 and bids were opened January 14, 2009. Eight bids were received. Information regarding the bid and Excel Paving is shown on the attached contract award document as Exhibit B.
 
Adoption of the Plans and Specifications and award of the contract are requested concurrently to expedite the project.
 
This matter was reviewed by Deputy City Attorney Linda Trang on January 23, 2009 and Budget Management Officer Victoria Bell on January _' 2009.
 
SUSTAINABILITY
 
The East-West Bikeway Connections and Signage Program will create bikeways that encourage and promote bicycling. This offers a sustainable transportation alternative that provides convenient and safe access for bicyclists. Promoting the use of bikes instead of cars helps reduce carbon dioxide emissions and promotes better air quality.
 
TIMING CONSIDERATIONS
Because the funding has specific time restrictions, City Council action on this matter is requested on February 10, 2009.
 
FISCAL IMPACT
The Federal TEA-21 grant funding is currently unbudgeted; therefore, an appropriation increase of $256,084 is requested in the Gas Tax Street Improvement Fund (SR 181). Sufficient funds to cover remaining project costs for this portion of the project are budgeted in the Transportation Fund (Proposition C) (SR 182) in the Department of Public Works (PW). There is no impact to the General Fund.
