DISCUSSION

On July 5, 2016, the City Council approved moving forward with establishing as-needed contracts with various firms to assist the City with the delivery of construction management and inspection services.  The selected firms provide the City with the expertise necessary to deliver large capital projects, as well as specialty projects.  For example, one of the firms has extensive experience in hydraulic engineering that will assist with the development of the Long Beach Municipal Urban Stormwater Treatment facility.  In addition to authorizing those agreements, the City Council also directed staff to assess the opportunity of retaining qualified local businesses that provide similar as-needed services.

 

After evaluation of the qualifications of firms who submitted responses to RFQ PW16-115, staff is recommending that the City Council authorize the addition of the following seven firms to the approved as-needed services list.  Of the seven firms, three are located in Long Beach and one employs Long Beach sub-consultants.

 

1.                     Berg & Associates, Inc., of San Pedro, CA (VSBE, DBE, MBE)

2.                     Griffin Structure, Inc., of Irvine, CA (not an MBE, WBE, SBE, DBE)

3.                      HDR Construction Control Corporation, of Long Beach, CA (not an MBE, WBE, SBE, DBE)

4.                     Michael Baker International, Inc., of Irvine, CA (not an MBE, WBE, SBE, DBE)

5.                     P2S Construction Management, of Long Beach, CA (not an MBE, WBE, SBE, DBE)

6.                     The Alliance Group Consulting, of Los Angeles, CA (SBE)

7.                     Totum Corporation, of Long Beach, CA (VSBE)

 

These firms demonstrated throughout the review process to have met RFQ qualifications and requirements, and have experience working on large scale public works projects.  The addition of these firms ensures local resources that can provide a quicker response to unforeseen issues that need immediate attention and provide a wider range of services, as shown on the attached complete list of construction management and inspection services firms.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on July 13, 2016 and by Revenue Management Officer Julissa José-Murray on July 15, 2016.

 

TIMING CONSIDERATIONS

City Council action to award contracts to seven additional firms is requested on August 2, 2016, to ensure that the contracts are in place expeditiously.

 

FISCAL IMPACT

The aggregate contract authority of $39,000,000 previously approved by City Council is sufficient to cover the anticipated services required of all contracted firms (13 firms approved on July 5, 2016, and the additional seven firms requested).

 

There is no appropriation increase requested at this time.  Appropriations for work necessary above the budgeted appropriation level will be brought back to the City Council for approval.  Each work order will be funded by the requesting department, by project, on an as-needed basis. The award of these contracts will provide continued support to our local economy by assisting in the preservation of employment for 76 employees residing in Long Beach, as detailed in the attached table.
