DISCUSSION

City Council approval is requested to enter into contracts with 13 construction management and inspection consultants selected for the delivery of construction management and inspection services on an as-needed basis.  The City has typically contracted for as-needed construction management and inspection services when the Public Works Department does not have sufficient specialized expertise to perform work with existing staff. The requested contracts are based on current and anticipated projects within the Public Works, Development Services, Airport, Long Beach Gas and Oil, and Parks, Recreation and Marine Departments.   As existing as-needed contracts related to these specialized professional services will expire shortly, a Request for Qualifications (RFQ) was conducted in accordance with Administrative Regulation 8-4, “Selecting Professional Services,” to secure these professional services. 

 

The RFQ was advertised in the Long Beach Press-Telegram on March 4, 2016, and 7,124 firms specializing in engineering services were notified of the opportunity.  Of those firms, 181 downloaded the RFQ via the City’s electronic bid system.  The RFQ was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing.  An RFQ announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups.  Forty Statements of Qualifications (SOQs) were received on March 30, 2016.  Of those 40 SOQs received, none were Minority-owned Business Enterprises (MBEs), two were Women-owned Business Enterprises (WBEs), four were Small Business Enterprises (SBEs), and five were Long Beach businesses (Locals).

 

A review committee comprised of City staff evaluated the 40 SOQs submitted, and determined that the following 13 firms were the most qualified and responsive based upon the criteria specified in the RFQ:

5.                     Harris & Associates, Inc., of Irvine, CA (not an MBE, WBE, SBE, DBE, or Local)

6.                     Hill International, Inc., of Irvine, CA (not an MBE, WBE, SBE, DBE, or Local)

7.                     KOA Corporation, of Monterey Park, CA, (SBE)

8.                     Psomas, of Santa Ana, CA (not an MBE, WBE, SBE, DBE, or Local)

9.                     S2 Engineering Inc., of Rancho Cucamonga, CA (not an MBE, WBE, SBE, or LocalDBE)

The selected firms have committed to using small, local or disadvantaged firms as sub-consultants on their teams, as appropriate, based on the work assigned to them by the City under these contracts.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download the RFQ specifications.  Through outreach, 725 Long Beach vendors were notified to submit SOQs, of which, 15 downloaded and five submitted SOQs.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on June 7, 2016 and by Revenue Management Officer Julissa José-Murray on June 20, 2016.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFQ PW16-115 and award contracts concurrently is requested on July 5, 2016, to ensure that the contracts are in place expeditiously.

 

FISCAL IMPACT

The aggregate contract authority will not exceed $39,000,000 for the three-year term.  No appropriation increase is requested at this time. Appropriations for work necessary above the budgeted appropriation level will be brought back to the City Council for approval. Each work order will be funded by the requesting department by project, on an as-needed basis.  The award of these contracts will provide continued support to our local economy by assisting in the preservation of employment for 39 full-time employees and seven part-time employees residing in Long Beach.
