TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 36371 with J.L.M. Installation, Inc., of Anaheim, CA, for the replacement and installation of beach restroom doors, to increase the contract amount by $400,000, for a revised contract amount not to exceed $550,000.  (Districts 2,3)

 

DISCUSSION

City Council approval is requested to amend Contract No. 36371 with JLM Installation Inc. (JLM), for the replacement and installation of beach restroom doors and frames. JLM will also provide the labor necessary to demolish the existing doors and replace them with new reinforced doors with the added benefit of security and preventative maintenance for the Parks, Recreation, and Marine Department (PRM).

 

On July 12, 2022, the City Council awarded a contract to JLM as part of its adoption of ITB PR 22-032 for the replacement and installation of beach restrooms doors in an annual amount of $150,000 for a period of three years, with two additional one-year renewal options.  The restrooms along the beaches require specially fabricated hollow metalwork doors to reinforce them from continuous destruction caused by vandalism. 

 

PRM desires to replace all doors as quickly as possible.  Doing so will save resources and complete the project more expeditiously. Therefore, it is in the City’s best interest to revise the contract to include a not to exceed amount of $550,000. Amending the contract amount will allow PRM to complete the conversion of approximately 43 doors during the contract's first year. By replacing doors sooner, future costs of repairs to doors damaged by vandalism will be reduced.

 

Inflation and material price increases over the past 18 months has also created the need to add additional funds to the contract to complete the replacement of the beach restroom doors. PRM further desires to amend the contract to a do not exceed amount instead of an annual amount to avoid additional price increases for related materials and services caused by inflation. 

 

This matter was reviewed by Deputy City Attorney Anita Lakhani on June 29, 2023, Acting Labor Compliance Officer Tommy Ryan on June 21, 2023, and by Budget Analysis Officer Greg Sorensen on June 28, 2023.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 36371 is requested on July 18, 2023, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action increases the contract authority with JLM by $400,000. The total amount of the contract will not exceed $550,000. Sufficient funding is budgeted in the Tidelands Capital Projects Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for seven employees residing within Long Beach.
