TITLE

DISCUSSION
The City Traffic Engineer is tasked with periodically conducting traffic investigations based on traffic flow changes, development within the City, and accident records. Those investigations ultimately result in recommendations for traffic control modifications to accommodate changes in traffic patterns and to enhance safety. The project before the City Council is a series of traffic signal improvements that were recommended by City traffic engineers as a result of such investigations.
 
The project will construct four new traffic signals, install left-turn arrows at three intersections, and modernize three other intersections with improved pedestrian facilities and enhanced operational capabilities. A summary of the traffic improvements is detailed below:

City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. This project was advertised on June 22, 2009, and bids were opened on July 29, 2009. Seven bids were received. Information regarding California Professional Engineering is provided on the attached contract awards document.
 
This matter was reviewed by Deputy City Attorney Linda Trang on August 31, 2009, and by Budget and Performance Management Bureau Manager David Wodynski on August 28,2009.
 
SUSTAINABILITY
 
The proposed traffic signal improvements are designed to improve traffic flow and enhance traffic safety. By improving traffic flow and reducing accidents, the signal modifications will significantly reduce vehicle idling time that is currently occurring due to traffic delays and lane closures that result from traffic accidents. It is estimated that over 10,000 hours of vehicle idling time per year and the associated pollution will be avoided by the construction of these traffic signals.  
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on September 22, 2009, to authorize commencement of this Public Works project. Construction is projected to begin in October 2009 and should take approximately 50 working days.
 
FISCAL IMPACT
The contract award is for an estimated amount of $1,175,653 plus a 25 percent contingency of $293,913, if necessary and if funds are available. Sufficient funds to cover the contract are budgeted in the Capital Projects Fund (CP 201) in the Department of Public Works (PW).
