TITLE

Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract with Comforts of Home Services, Inc., of Aurora, IL, for bathroom and shower facility repairs and improvements, in a total contract amount not to exceed $220,000, for a period of one year; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.  (District 3)

 

DISCUSSION

City Council approval is requested to execute a contract with Comforts of Home Services, Inc., to provide as-needed repairs and replacement of heavily used modular restroom facilities at the Belmont Pool site. Two of the modular facilities will be replaced as it is more cost effective to replace the facilities than perform the repairs needed. A third modular facility will receive repairs and upgraded equipment to support the ongoing operations of the Belmont Pool and the needs of the City’s aquatic community.

 

The outdoor pool was constructed in 2014 and on October 5, 2017, the Local Coastal Development Permit was extended through April 8, 2025. Through the extension process, it was determined that upgrades to the five-year old existing facilities were warranted to support the outdoor pool through 2025; therefore, conditions of approval for the extension require the facilities to be upgraded. 

 

Comforts of Home Services, Inc., constructed the original support facilities under the original procurement.  Comforts of Home Services, Inc., custom built the existing facilities to comply with the number of bathroom stalls and shower amenities needed based on the occupancy of the pool.  Using the same vendor for the replacement facilities will ensure the same electrical and plumbing service connections can be maintained and the modular facilities will fit within the area identified. Comforts of Home Services, Inc., will also provide a credit to the City in the amount of $10,000 for the return of the existing modular facilities, since they were the original provider.

 

City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.

SUSTAINABILITY

 

Returning the modular facilities for credit toward new facilities allows the manufacturer to restore and repurpose the existing facilities for another user. The new facilities are expected to have lower maintenance costs compared to the existing facilities. The new facilities are expected to have better moisture control, providing for a more pleasant user experience. 

 

TIMING CONSIDERATIONS

City Council action is requested on October 8, 2019, to continue providing adequate services to the Belmont Pool users.

 

FISCAL IMPACT

The total cost of the project is estimated at $464,231 and includes the $220,000 purchase of two modular bathroom/shower facilities, repairs of existing ADA bathroom/shower facilities, use taxes and associated fees. The total project cost is budgeted in the Tidelands Operating Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
