TITLE
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $250 offset by the Sixth Council District One-Time District Priority Funds transferred from the Citywide Activities Department to provide a contribution to AbilityFirst to support the Rainbows for AbilityFirst event held on October 16, 2021; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $250 to offset a transfer to the City Manager Department.
DISCUSSION
Councilwoman Suely Saro would like to provide a contribution to support Rainbows for Ability First which is celebrating 95 years of providing programs and services that have helped children and adults with disabilities to reach their full potential. The event is taking place on Saturday, October 16th, 2021 at 10:00 AMM at The Grand.
AbilityFirst provides a variety of programs designed to help people with disabilities to achieve their personal best throughout their lives. They do this by creating targeted programming to help an individual successfully transition from childhood to adult life.
Their person-centered programs are grounded in individual choice, autonomy and community participation. They empower individuals with autism, cerebral palsy, Down Syndrome and other intellectual/developmental disabilities to discover what is important to them in their lives and develop the skills that are important for them to achieve their goals.

STATEMENT OF URGENCY
This urgent item is being submitted through supplemental agenda to allow for timely funds processing.
FISCAL IMPACT
The recommendation requests the City Manager Department to provide a contribution to AbilityFirst for the Rainbows for AbilityFirst event. The total appropriation increase of $250 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of the Sixth Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. Implementing this recommendation is anticipated to require a minimal level of staff hours beyond the normal budgeted scope of duties and is expected to have a minimal impact on existing City Council priorities.
