TITLE

DISCUSSION
On December 19, 2000, the City Council authorized the City Manager to apply for and accept grant funds through the 2001 Metropolitan Transportation Authority's (Metro) Call for Projects, which provided funding for projects over a six-year period from FY 02 to FY 07. The East-West Bikeway Connections and Signage Program was one of the projects awarded funding in the latter years of the Call for Projects funding program ending FY 07. The City must expend these funds for PS&E by June 30, 2008 and begin construction of this project by December 31, 2008.
 
Three specific components of this project are: (1) the Downtown/Alamitos Bikeway, (2) the California State University, Long Beach (CSULB) Bikeway, and (3) the Bike Signage and Stenciling Program. Each is described below as shown on the attached map:
 
(1) The Downtown/Alamitos Bikeway will provide a route for cyclists through the southern portion of the City linking downtown with the southeastern portion of the City, with linkages to the Orange County bike route system, the San Gabriel River Bike Path, Alamitos Bay and the City of Seal Beach bike route system.
 
(2) The CSULB Bikeway will provide a route for cyclists between the Ximeno Avenue at Atherton Street intersection and the San Gabriel River Bike Path. The most important function of this bikeway will be to provide a link between CSULB and the San Gabriel River Bike Path.
 
(3) The Bike Signage and Stenciling program will develop a planned, attractive and effective system of bicycle network signing and stenciling on existing bikeways citywide to promote their presence to both potential and existing bicyclists as well as motorists.
 
A request for proposals to design and develop the plans, specifications and estimates for this project was released May 15, 2007 and proposals were received on June 8, 2007. Of the three firms who submitted proposals, one was local. The selected firm, KOA Corporation, is a Minority Business Enterprise in Tustin, California.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway and by Budget and Performance Management Bureau Manager David Wodynski on July 13, 2007.
 
TIMING CONSIDERATIONS
Because the funding has specific time restrictions, City Council action on this matter is requested on July 24, 2007.
 
FISCAL IMPACT
The grant funding is currently unbudgeted; therefore, an appropriation increase of $63,000 in the Gas Tax Street Improvement Fund (SR181) is requested. Sufficient funds to cover remaining project costs for this portion of the project are budgeted in various funding sources in the Department of Public Works. There is no impact on the General Fund.
