TITLE
Recommendation to authorize City Manager, or designee, to increase interim Purchase Order Nos. BPPW17000060 and POPW17000012 with Pedal Movement, LLC, of Long Beach, CA, for maintenance and operation of the Bike Share Program, by $250,000 for a total amount not to exceed $532,000, and extend the terms to December 31, 2018; and
Increase appropriations in the Transportation Fund (SR 182) in the Public Works Department (PW) by $250,000, offset by Proposition A funds available. (Citywide)
DISCUSSION
City Council approval is requested to authorize the City Manager to execute amendments to the interim Purchase Orders (PO) with Pedal Movement, LLC (Pedal Movement), for maintenance and operation of the Bike Share Program.
In August 2017, the City engaged Pedal Movement to assist with delivery of services related to the City’s Bike Share Program due to their intimate knowledge of bike share operations as the City’s current Bike Share Operator until a Request for Proposals (RFP) for these services could be issued. On November 14, 2017, the City Council approved an increase in appropriation authority for a total amount not to exceed $282,000 under PO No. BPPW1700060 and POPW17000012.
To ensure service continuity until a new contract is in place, it is requested that the terms of purchase orders be extended to December 31, 2018, with an increase in appropriation authority of $250,000 for a total amount not to exceed $532,000. The proposed amendment will provide adequate time for the Department of Public Works and the Purchasing Division to complete the formal procurement process for the Bike Share Program and award a new contract. An RFP was released by the Purchasing Division, with responses due the end of May.

TIMING CONSIDERATIONS
City Council action is requested on May 8, 2018, to ensure the purchase orders can be extended and additional funds are in place expeditiously to allow for the delivery of operation and maintenance services without interruption.
FISCAL IMPACT
The requested action extends the term of the purchase orders to December 31, 2018, and increases the purchasing authority by $250,000, for a total not to exceed amount of $532,000. An appropriation increase in the amount of $250,000 is requested in the Transportation Fund (SR 182) in the Public Works Department (PW), offset by Proposition A funds available. This action will provide continued support to our local economy by assisting in the preservation of employment to Long Beach residents.
