Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $566,000, offset by a transfer of grants funds from the CalTrans ATP from Capital Grant Fund.  (Districts 1,2,6,7,8,9)

 

DISCUSSION

City Council approval is requested to increase appropriations in the Capital Projects Fund Group for the plans, specifications, and estimates (PS&E) phase of the Orange Avenue Backbone Bikeway and Complete Streets project (Project).

 

On July 10, 2007, the City Council adopted Resolution RES-07-0097, authorizing the City of Long Beach (City) to enter into all funding agreements required by Caltrans for State and federal funds.

 

In January of 2019, the California Transportation Commission (CTC) approved ATP funding for the Preliminary Engineering (PA/ED) phase of the Project. The Project is recommended as part of the City's Bicycle Master Plan, connecting North Long Beach to Downtown. The Project will improve Orange and Alamitos Avenues by incorporating a Class IV protected bikeway facility featuring protected intersections, curb extensions, bus islands, safety enhancements, pedestrian improvements, pavement resurfacing and improving lighting throughout the 8.3-mile corridor (Attachment).

 

On October 14, 2021, the CTC approved $566,000 for the PS&E phase of the Project.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra and Revenue Management Officer Geraldine Alejo on September 22, 2023.

 

TIMING CONSIDERATIONS

City Council action to increase appropriations is requested on October 10, 2023, to ensure the funds are spent in a timely manner as required by Caltrans.

 

FISCAL IMPACT

The total project cost is currently estimated at $13,363,000 and includes design, construction, construction management, inspection, labor compliance, and project oversight.  The project is currently supported by the following sources budgeted in the Capital Projects Fund Group in the Public Works Department: $854,000 from AB 2766, $127,000 from previously awarded ATP funding, $446,000 from Measure M, $500,000 from Proposition C, and $500,000 from Measure R. Of the total project cost, the plans, specifications, and estimates (PS&E) phase is estimated at $1,066,000 and will be funded with $566,000 from the ATP Grant and $500,000 from Measure R as the City’s ATP match requirement. An appropriation increase in the amount of $1,132,000 is requested in the Capital Projects Fund Group in the Public Works Department. Of this amount, $566,000 will be offset by ATP grant revenue and the remaining $566,000 is a technical appropriation to allow for the transfer of Caltrans ATP grant revenue from the Capital Grant Fund, a fund within the Capital Projects Fund Group. 

 

The estimated total project cost is preliminary and will be updated following completion of the PS&E phase. It is anticipated that additional funding will be awarded by the CTC to support the project. Once the total estimated project cost is determined and funding is secured, including the City’s match requirement, staff will return to City Council with a request for appropriation for the construction phase of the project. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
