DISCUSSION

City Council approval is requested to amend Contract No. 35086 with Consolidated Disposal Service, LLC, and Contract No. 35088 with EDCO Transport Services, to continue providing municipal residential and commercial solid waste handling services. This service provides a critical link in making cost-effective shipments to disposal facilities. It also allows for disposal of solid waste that cannot be processed at the Southeast Resource Recovery Facility (SERRF). Finally, the services provided by Consolidated Disposal Service, LLC, and EDCO Transport Services are necessary for the efficient and effective management of solid waste disposal as required by local, state, and federal law.

 

On October 2, 2018, the City Council awarded a contract to Consolidated Disposal Service, LLC, and EDCO Transport Services as part of its adoption of RFP PW18-098 for municipal residential and commercial solid waste handling services for a period of two years, with the option to renew for three additional one-year periods.

 

Contract Nos. 35086 and 35088 are set to expire on October 31, 2023. The Public Works Department, Environmental Services Bureau, submitted an RFP solicitation for the handling of solid waste; however, the current contracts will expire before the process is finalized. Furthermore, in anticipation of SERRF’s possible closure in June 2024, extending the contracts will support the City of Long Beach (City) by maintaining alternate facilities for solid waste management. Therefore, the extension of the existing contracts is vital to ensuring solid waste handling services continues Citywide without interruption.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra and Purchasing Agent Michelle Wilson on July 26, 2023, and by Budget Management Officer Nader Kaamoush on July 30, 2023.

 

TIMING CONSIDERATIONS

City Council action to amend Contract Nos. 35086 and 35088 is requested on August 15, 2023, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action increases Contract Nos. 35086 and 35088 annual authority by $1,708,392. The total annual amount of the contracts will not exceed $5,539,481 inclusive of a 10 percent contingency. The cost of these contracts are budgeted in the Refuse/Recycling Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The extension of these contracts will provide continued support to our local economy by allowing the City to retain the ability to service current and future multi-family residential and commercial business solid waste accounts. There is no local job impact associated with this recommendation.
