TITLE
Recommendation to authorize City Manager to execute a contract and all necessary amendments, including term extensions, with the Marine Exchange of Los Angeles-Long Beach Harbors to receive and expend additional Department of Homeland Security grant funding for the 2010 Port Security Grant Program, in an amount not to exceed $563,000 for a period ending May 31, 2013; and increase appropriations in the General Grants Fund (SR 120) and in the Police Department (PD) by $563,000. DISCUSSION
In December 2010, the Department of Homeland Security (DHS) approved the Long Beach Police Department 2010 Port Security Grant Program (PSGP) grant proposals for $2,014,500. The Area Maritime Security Committee, under the leadership of the U.S. Coast Guard Sector Los Angeles/Long Beach, selected the projects. The grant was accepted by the City Council on June 14, 2011. Since that time $563,000 of additional funds have become available to the PD due to other agencies surrendering portions of their Port Security Grant Program 2010 awards, bringing the total award to the PD to $2,577,500.
The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation. These additional PSGP funds support increased port-wide risk management; enhanced domain awareness; equipment, training and exercises; and further capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.
Grant priorities include efforts aimed at improving port-wide partnerships, regional management of risk and business continuity/resumption of trade; prioritizing port-wide security strategies and actions that address surface, underwater, and land-based threats; improving risk-mitigation strategies; and efforts supporting prior and future PSGP grant- funded security projects. These additional funds will be used to purchase personal protective equipment and underwater search equipment for the Public Safety Dive Team.
This matter was reviewed by Deputy City Attorney Gary Anderson on January 23, 2013 and Budget Management Officer Victoria Bell on January 30, 2013.
TIMING CONSIDERATIONS
City Council action on this matter is requested on February 19, 2013, to insure the City can promptly begin to expend these grant funds and meet the grant deadline.
FISCAL IMPACT
As these additional grant funds are currently unbudgeted, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and this grant does not require matching funds. The $563,000 grant monies will be budgeted in the General Grants Fund (SR 120) and the Police Department (PD), bringing the total PD budget for PSGP 10 to $2,577,500. There is no impact to the General Fund and no local job impact.
