TITLE
Recommendation to adopt Plans and Specifications No. R-6701 and authorize City Manager to sign all documents necessary to execute a contract and any amendments thereto with KDC, Inc., doing business as Dynalectric, as the lowest responsible bidder, in an estimated amount of $659,900, with provision for a contingency of 15 percent of the total contract amount (or $98,985), if necessary.  (Districts 1,4,5,6,7,8)                        
 
DISCUSSION
This project was advertised on May 4,2007 and bids were opened June 6,2007. Six bids were received. One was a women-owned business enterprise (WBE) and one was a minority-owned business enterprise (MBE). None were local.
 
As part of the planned Fiscal Year 2007 traffic signal projects, this project will install new traffic signals at the following intersections: Lewis Avenue and Market Street, Lime Avenue and 4th Street; and Park Avenue and Anaheim Street.
 
Traffic signal upgrades will be accomplished at the following intersections: Orange Avenue and Bixby Road; Studebaker Road and Wardlow Road; Studebaker Road and Willow Street; and Magnolia Avenue and Willow Street; and median work will also be accomplished on the Studebaker Road at Willow Street and Wardlow Road intersections.
 
Adoption of the Plans and Specifications and award of the contract are being requested concurrently to allow the contract process to move forward within the time constraints imposed by Caltrans.
 
A contingency of 15 percent of the total contract amount is requested because, as with any large and complex traffic signal project, issues arise requiring change orders and other work that cannot be known until the project is underway.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on June 11,2007, and Budget and Performance Management Bureau Manager David Wodynski on June 15, 2007.
 
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 3, 2007, so that a contract may be executed in a timely manner in accordance with Caltrans requirements.
 
 
FISCAL IMPACT
Sufficient funding in the amount of $758,885 for this project is budgeted in the Gas Tax Street Improvement Fund (SR 181) in the Department of Public Works (PW).
