TITLE
Recommendation to authorize City Manager to execute contracts with various One-Stop Career Center Service Providers in support of strategies that provide training and employment services to residents in the amount totaling $945,000; and to execute any needed subsequent amendments.  (Citywide)
 
DISCUSSION
The Pacific Gateway Workforce Investment Network (Pacific Gateway) administers the federal Workforce Investment Act (WIA) and other employment and training funds received annually by the City.  These funds support job training programs and business services delivered by the Career Transition Center, Youth Opportunity Center, Torrance Career Center, Harbor WorkSource Center, and selected community-based organizations to assist local residents in acquiring skills leading to employment in high demand occupations with local employers.
 
The Network has completed the necessary procurement processes to select service providers for Fiscal Year (FY11) with an option for annual renewal in FY 2012 and FY 2013. The procurement process focused on organizations qualified and capable of providing youth services under the Workforce Investment Act provisions, and/or training entities on the State's Eligibility Training Provider List that are in-demand.  Services will be delivered onsite at Network facilities, at vendor facilities, and/or at other community-based locations to young adults and adult jobseekers.

This matter was reviewed by Deputy City Attorney Gary J. Anderson and by Budget Management Officer Victoria Bell, on December 17, 2010.
 
TIMING CONSIDERATIONS
City Council action is requested on January 4, 2011 to facilitate processing of required documents.
 
FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD) to support activities in FY 11.  As a result of the organizational changes that occurred at the beginning of FY 11, a formal reconciliation to transfer these funds to the Department of Human Resources will occur through a future FY 11 quarterly budget adjustment.  The remaining amount will be appropriated via the FY 12 budget process. There is no impact to the General Fund.  Approval of this recommendation will result in job training, skills enhancement, and employment opportunities for hundreds of residents.
