TITLE
Recommendation to adopt Plans and Specifications No. R-7208 and award a contract to Griffith Company, of Santa Fe Springs, CA, for construction of the Terminal Roadway Improvements Project at the Long Beach Airport, in an amount of $10,911,912, authorize a 15 percent contingency in the amount of $1,636,787, for a total contract amount of $12,548,699; and, authorize City Manager to execute all documents necessary to enter into the contract, including any necessary amendments; and
Increase appropriations in the Airport Fund Group in the Airport Department by $13,715,113 offset by grant revenue and Airport funds available. (Districts 4,5)
DISCUSSION
City Council approval is requested to enter into a contract with Griffith Company (Griffith) for construction of the Terminal Roadway Improvements Project (Project) at the Long Beach Airport (Airport).
The terminal roadway, also known as East Donald Douglas Drive, is the sole access route for inbound and outbound commercial passengers, vendors, employees, and visitors at the Airport. A primary element of the Project is addressing congestion and efficiency in the area directly in front of the historic terminal building. The improvements will include a straightened and widened sidewalk and curb, new raised pedestrian crosswalks, a relocated pedestrian island, and widening of the roadway with an additional auxiliary vehicle lane. These improvements will enhance pedestrian safety, accessibility, and vehicle throughput efficiency. The roadway work includes several areas of full structural pavement reconstruction and other areas with less distress that will be rehabilitated by grind and overlay. Additionally, new wayfinding signage consistent with the Airport signage plan will be installed. The Project will enhance safety and preserve existing capacity.
The bid was advertised in the Long Beach Press-Telegram on April 10, 2023, and 134 potential bidders specializing in roadway improvements and construction services were notified of the bid opportunity. Of those bidders, 25 downloaded the bid via the City's electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 44 local, minority-owned, and women-owned business groups. Two bids were received on May 25, 2023. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), Disadvantaged Business Enterprises (DBEs), certified Small Business Enterprises (SBEs), or Long Beach vendors (Local). Griffith Company, of Santa Fe Springs, CA, was the lowest responsible bidder.
Mobilization is anticipated in October 2023, followed by construction in January 2024. Construction will take approximately nine months and is anticipated to be completed in September 2024. The construction Plans and Specifications contain phasing requirements to maintain sufficient access for all Airport passengers and operators, including commercial airlines and general aviation tenants.
Local Business Outreach
To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Long Beach Buys database to download the bid specifications. Through outreach, nine Long Beach vendors were notified to submit bids, of which four downloaded, and none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
In an effort to notify DBEs, in addition to regular practices, an additional bid announcement was made and 1,532 DBEs specializing in construction-related services were also notified of this bid opportunity.
In accordance with the California Environmental Quality Act (CEQA), Environmental Impact Report No. 37-03 (FEIR37-03) related to the Concourse Improvements, which included the Terminal Roadway Improvements, was prepared and certified by the City Council on June 20, 2006. The Project is approved as being within the scope of the project addressed in FEIR 37-03, with a revised description of certain project elements addressed in Addendum to FEIR 37-03. On April 5, 2018, the Planning Commission approved the Addendum to FEIR 37-03. The project received a Categorical Exclusion pursuant to Federal Aviation Administration (FAA) Order 1050.1F, and in accordance with the National Environmental Policy Act on August 5, 2022 (Attachment).
This matter was reviewed by Principal Deputy City Attorney Rich Anthony on June 23, 2023, Acting Labor Compliance Officer Tommy Ryan on June 22, 2023, and by Budget Analysis Officer Greg Sorensen on June 29, 2023.
TIMING CONSIDERATIONS
City Council action to adopt Plans and Specifications No. R-7208 and award a contract concurrently is requested on July 18, 2023, to ensure the contract is in place expeditiously.
FISCAL IMPACT
The total construction contract amount will not exceed $12,548,699, inclusive of a 15 percent contingency of $1,636,787 for unforeseen circumstances. The total project cost, including the contract award, is estimated at $16,579,271, which includes design, construction, construction management, labor compliance, DBE administration, Project Labor Agreement (PLA) administration, and related project support. An appropriation increase in the amount of $13,715,113 is requested in the Airport Fund Group in the Airport Department, offset by reimbursement grant revenue and Airport funds available. An appropriation in the amount of $1,816,862 for the remaining costs of the project is being requested separately with the construction management services contract award.
On September 13, 2022, the City Council authorized the acceptance of the FAA Bipartisan Infrastructure Law (BIL) - Airport Terminal Program Grant for Fiscal Year 2022 to fund the project in an amount not to exceed $12,800,000. The FAA awarded the Airport the grant for the project on December 28, 2022, in the amount of $10,600,000. On May 22, 2023, the FAA issued an amendment to the Grant Agreement to decrease the amount by $7,059 (from $10,600,000 to $10,592,941). The grant requires matching funds in the amount of $557,524. The matching funds and costs not covered by the grant will be funded by Airport funds available.
This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for 15 full-time employees residing in Long Beach.
