TITLE

DISCUSSION
The Department of Parks, Recreation and Marine (PRM) requests approval to enter into a new contract with Lenny Arkinstall, Sr., dba Los Cerritos Wetlands Stewardship, Inc., (LCWS) for ecological site management and habitat maintenance services of the city-owned sites listed below:
 
      • Golden Shore Marine Biological Reserve
      • Jack Dunster Marine Biological Reserve
      • Colorado Lagoon
      • Rainbow Lagoon
      • Sims' Pond
      • Pacific Electric Right-of-Way Greenbelt
      • Catalina Landing
      • Rainbow Harbor
      • Marine Stadium
 
LCWS has managed and maintained the above sites since 2000. LCWS's final amendment to extend the term expired May 30, 2008. PRM prepared a Request for Proposal (RFP) in accordance with Administrative Regulation 8-4, "Selecting Professional Consultants," to secure professional services. On May 20, 2008, 73 potential companies specializing in environmental consulting and maintenance were notified of the RFP. Of those companies, ten are Minority-owned Business Enterprises (MBEs), six are Women-owned Business Enterprises (WBEs), and 11 are Long Beach businesses. The proposal was made available from the Purchasing Division, located on the Plaza Level of City Hall, and the Division's website at www.lbpurchasing.org. Three proposals were submitted prior to the June 13, 2008, deadline. The proposals were evaluated by a selection board consisting of PRM managers knowledgeable in the field of environmental services. LCWS, a Long Beach business, was selected over other highly competitive companies.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on October 16, 2008, and Budget Management Officer Victoria Bell on October 21,2008.
 
SUSTAINABILITY
 
PRM is steward to most of the City's ecological reserves and wetlands. LCWS has transformed the majority of these sites from once unusable space into some of the cleanest coastal wetlands in Southern California. Throughout the entirety of its work with the City, LCWS has used consistent environmental best-faith practices in the maintenance and management of these sites. These include the use of native drought-resistant vegetation to conserve water, mulching around the native flora to reduce green waste, and the use of organic fertilizers. Together, these practices help to reduce the negative environmental impact of maintaining these sites and help preserve their viability as sound ecological reserves. LCWS will continue its use of environmental best-faith practices for maintenance and management of the proposed sites as a condition of this new contract.
 
TIMING CONSIDERATIONS
City Council action is requested on December 16, 2008, in order to ensure continued service to these environmentally sensitive areas.
 
FISCAL IMPACT
Sufficient funds for this contract are budgeted in the Tidelands Fund (TF) in the Department of Parks, Recreation and Marine (PR).
