DISCUSSION
The Long Beach Winners Reaching Amazing Potential (Long Beach WRAP) program is a citywide 21 st Century Community Learning Center (21st CCLC) after school enrichment program provided through collaboration between the City of Long Beach (City) and the Long Beach Unified School District (LBUSD). LBUSD receives Long Beach WRAP funding from the State of California Department of Education 21st CCLC Grant Program. The grant provides funds for program staffing, supervision, and administrative support. Approximately 41 WRAP centers are currently in operation throughout the city.
 
On February 8, 2005, the City Council authorized the execution of agreements and increase in appropriations in the amount of $845,133 (Attachment A). Subsequent to the initial funding, Long Beach WRAP received additional monies and the term of the agreements was extended to provide for the following:
 
. May 3, 2005, the City Council authorized modification of the agreements of specified school sites to increase appropriations in the amount of $89,354 (Attachment B).
 
. August 16, 2005, the City Council authorized modification of the agreements of specified school sites to increase appropriations in the amount of $957,278 (Attachment C).
 
. June 20, 2006, the City Council authorized modification of the agreements of specified school sites to increase appropriations in the amount of $410,800 (Attachment D).
 
Since February 2005, Long Beach WRAP has received $2,302,565 in funding appropriations from the State of California Department of Education 21st CCLC Grant Program.
 
In addition to funding from the 21st CCLC Grant Program, LBUSD will receive Proposition 49 funds in the amount of $1,015,583 to support the continued operation of Long Beach WRAP. The funds will be used to purchase supplies and equipment and to provide necessary staffing and supervision at each of the eight school sites.  Proposition 49 Initial Funding Distribution (Attachment E) identifies the funding distribution for each school site.
 
The original Long Beach WRAP agreements executed with LBUSD expired December 31, 2006. New agreements will be executed for each of the eight school sites allowing LBUSD and the City to more accurately track Proposition 49 funding. The new agreements extend the term of the Long Beach WRAP program through December 31 , 2007. Upon execution of the agreements, new City contract numbers will also be assigned.
 
This matter was reviewed by Deputy City Attorney Gary J. Anderson on January 29, 2007, and Performance Management and Budget Bureau Manager David Wodynski on February 5,2007.
 
TIMING CONSIDERATIONS
City Council action is requested on February 13, 2007, to enable the increase in appropriations and allow uninterrupted operation of the program.
 
FISCAL IMPACT
The $1,015,583 Proposition 49 funding received from LBUSD covers the full cost of the program, including direct and indirect expenses. Of that amount, $295,909 has been appropriated in the FY 07 Adopted Budget. Since the remaining $719,674 is currently unbudgeted, an appropriation increase is included in the recommended action and will be fully offset by reimbursements from LBUSD.
