TITLE
Adopt resolution authorizing City Manager to submit grant application to the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy for the California Clean Water, Clean Air, Safe Neighborhoods, and Coastal Protection Bond Act of 2002, the Water, Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002, and the Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006 (Proposition 84) for El Dorado Regional Park Water Conservation and Water Quality Improvements Project; and execute any documents necessary for the implementation and administration of the projects for a total funding request of $4,963,000. (Districts 5,6,8,9)
DISCUSSION
In November 2007, the Department of Parks, Recreation and Marine submitted multiple projects for Step 1 of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) grant application process. The RMC ranked all submitted applications for projects that are ready for funding into Tier 1, and projects that are of merit but are not ready for funding into Tier 2. Of the submitted applications, the West San Gabriel River Walk Project was selected as a Tier 1 project, and three other projects were selected as Tier 2 projects. Tier 1 applications are due May 23, 2008 and Tier 2 applications are due June 6, 2008. The Department of Parks, Recreation and Marine is requesting approval to formally submit the following applications to the RMC for Step 2 funding:
Tier 1:
. West San Gabriel River Walk Proiect (District 5): The project will provide for the
development of unused open space next to the western levee of the San Gabriel
River between Spring Street and Willow Street into a passive park with walkways
and native landscaping.
Tier 2:
. Pacific Electric Riqht of Way (PE ROW) Greenway Acquisition Proiect (District 6):
The project will expand the land available along the former Pacific Electric Rightof-Way
(PE ROW) between Orange Avenue and Martin Luther King, Jr. Avenue for the future
development of a pedestrian and bicycle trail.
· DeForest Park Wetlands Restoration Proiect (Districts 8 and 9): Currently, the
flood detention basin adjacent to the Los Angeles River and south of DeForest
Park is a degraded wetland dominated by exotic species. The project will restore
the 33-acre basin to a functioning wetland and will include improved trails.
· EI Dorado Reqional Park Water Conservation and Water Quality Improvements
Proiect (District 5): The project will implement the feasibility study funded by the
RMC. The project will convert six lakes in the EI Dorado Regional Park and Nature
Center from potable water to excess reclaimed water by the installation of
nano-filtration plants at the northern-most lake in the Regional Park and in the
maintenance yard adjacent to the Nature Center. The nano-filtration will provide
clean water to the lakes, and allow the lakes to overflow into the connecting
streambeds, thereby providing increased circulation and cleansing of the lake
water. The estimated potable water savings would be 190 acres-feet per year.
Deputy City Attorney Gary J. Anderson reviewed this matter and prepared the attached Resolutions on April 21, 2008, and Budget Management Officer Victoria Bell reviewed this matter on May 7, 2008.
TIMING CONSIDERATIONS
City Council action to approve the Resolutions is requested on May 13, 2008, to allow submission of the grant application to the RMC by the deadline.
FISCAL IMPACT
Should any or all of the grant applications be selected for funding, a recommendation will be made to the City Council to authorize acceptance and appropriation of the grant funds. Funding for future maintenance and staffing costs has not been identified and will need to be considered in future General Fund budgets once the parks have been completed.
The Department of Parks, Recreation and Marine is applying for a total of $4,963,000 in grant funding from the RMC, as follows:
· West San Gabriel River Walk Proiect: Project cost is estimated at $838,000. If
funded, grant monies will offset $738,000. The remaining $100,000 will be funded
by FY 2009 Park Impact Fees.
· Pacific Electric Riqht-Of-Wav Greenwav Acquisition Proiect: Total acquisition cost
is estimated at $4.2 million. If funded, grant monies will offset $1.56 million with the
remaining $2.64 million funded by the City's Open Space Bond.
. DeForest Wetlands Development Proiect: The project is estimated to cost $6 million,
but will be phased for available funding. $2.5 million has been secured from Los
Angeles County Proposition A funds. This request is for $2.5 million more. $1 million
more is being requested through the Integrated Regional Watershed Management
Program through the Department of Water Resources.
. EI Dorado Reqional Park Water Conservation and Water Qualitv Improvements
Proiect: Total project cost for the design, environmental documents and permits is
estimated at $265,000. If funded, grant monies will offset $165,000 of the project
planning costs. The remaining $100,000 will be funded by FY 2009 Park Impact
Fees.
