TITLE
Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $1,350, offset by the Second Council District One-time District Priority Funds, transferred from the Citywide Activities Department, to provide contributions of:
● $150 to Hispanas Organized for Political Equality (HOPE) for
their Latina Empowerment event on Friday, September 30, 2022;
● $1,200 to the Promenade Area Residents Association (PARA)
to support the Harvey Milk Park Inductee Ceremony on
Saturday, October 22, 2022; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $1,350, to offset a transfer to the City Manager Department.
DISCUSSION
Hispanas Organized for Political Equality (HOPE) is a nonprofit, nonpartisan organization committed to ensure political and economic parity for Latinas through leadership, advocacy, and education to benefit all communities and the status of women. HOPE has focused on empowering our communities through advocacy, Latina leadership training, and increasing knowledge on the contributions Latinas have made to advance the status of women for the past 33 years. This contribution helps support one-day intensive workshops created to empower Latinas to increase their community impact and strengthen their skills and knowledge on community leadership, advocacy strategies, educational growth, healthcare, and financial empowerment.
PARA is an organization that supports residents who live on or near the Promenade in Downtown Long Beach. PARA also supports the Harvey Milk Promenade Park Equality Plaza Committee, which nominates and honors LGTBQ+ persons who have made exceptional contributions to the greater Long Beach area’s LGBTQ+ community. As a City, it is important to support organizations and events that promote inclusivity. Each year the Committee accepts nominations from the public for annual inductees. The inductees are honored at a ceremony and their names are on a plague that goes onto the rainbow wall forever at Harvey Milk Promenade Park. This contribution will support the induction ceremony on Saturday October 22, 2022 by providing decorations, flowers, and water.

STATEMENT OF URGENCY:
This item is being submitted through the supplemental agenda to allow for timely processing of funds.
FISCAL IMPACT
This recommendation requests the City Manager to provide contribution to Hispanas Organized for Political Equality and Promenade Area Residents Association to support two community events. The total appropriation increase of $1,350 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of Second Council District One-time District Priority Funds in the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the budgeted scope of duties and is expected to have a minimal impact on existing City Council priorities.
