Recommendation to authorize City Manager, or designee, to execute all necessary documents to amend Contract No. 35545 with Great Scott Tree Service, Inc., of Stanton, CA, for as-needed tree trimming services, to increase the contract amount by $60,000, for a revised annual total amount not to exceed $1,030,025 in the current contract year.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35545 with Great Scott Tree Service, Inc. (Great Scott), to increase the contract amount by $60,000, to replenish the available on-call contract amount for tree trimming services for the Parks, Recreation and Marine Department for a revised total aggregate amount of $1,030,025.

 

At its meeting on April 21, 2020, the City Council awarded a contract to Great Scott as part of its adoption of RFP PR19-126 for tree trimming services for a period of two years, with the option to renew for three additional one-year periods, in an annual amount of $970,025, inclusive of a 15 percent contingency.

 

Since the award of the contract, the Department of Public Works (PW) has identified additional requirements for tree trimming services as a part of the Colorado Lagoon Open Channel Phase 2A Project (Project), which includes the removal of 45 trees to allow for construction of the project.

 

On December 11, 2020, the California Coastal Commission (CCC) reviewed and approved the issuance of a permit to PW for work on the Project.  As part of the permit’s special conditions, PW was to complete tree removal during phase one, before January 1, 2021, which is outside of bird nesting season.  To prevent potential community concern, and to promptly comply with conditions set forth in the CCC permit, PW utilized the existing contract with Great Scott and completed the tree removal before January 1, 2021.  This request will increase the contract by the amount not previously anticipated to allow for the original scope to be completed.  

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on January 20, 2021, Business Services Bureau Manager Tara Yeats on January 26, 2021, and by Budget Management Officer Rhutu Amin Gharib on February 2, 2021.

 

TIMING CONSIDERATIONS

City Council action is requested on March 2, 2021, to ensure there is no interruption of services.

 

FISCAL IMPACT

The requested action increases the contract amount by $60,000, for a revised annual total amount not to exceed $1,030,025 for the current year of the contract. Sufficient appropriation to support the additional contract authority of $60,000 is budgeted in the Capital Projects Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
